The Financial Management Officer leads budgeting, forecasting and financial analysis across Rising Phoenix’s projects and the organisation as a whole . The role provides Project Managers and leadership with the planning, monitoring and reporting they need to manage budgets of all grants and funds, control expenditure and make sound financial decisions . Partnering closely with budget owners and drawing on the records maintained by the accounting team, the Financial Management Officer ensures financial information is timely, relevant and used to guide the organisation’s work .
- Budgeting and Planning: Lead the annual and project budgeting cycle: Support Project Managers to build their budgets, consolidate them, and prepare the organizational budget for approval.
- Translate approved donor budgets into budgets the organization can plan and monitor against.
- Maintain the budgeting framework - structure, templates and assumptions - and improve it over time.
- Forecasting and Analysis: Prepare and update forecasts of expenditure and funding across projects and the organization.
- Analyze budget versus actual and committed spend, explain the variances, and highlight the risks and decisions they imply.
- Track the available balance on each project (budget less actual and committed), and give Project Managers a forward view of their position.
- Provide ad-hoc analysis and scenarios to support management and Board decisions.
- Management Reporting and Dashboards: Produce monthly financial reports and dashboards for Project Managers and leadership, focused on the decisions they need to make - not only on what has been spent.
- Present the organization-level picture: funding, project health, cash outlook and items needing attention.
- Deliver reporting on a reliable monthly calendar, and support donor financial reporting with analysis and budget-line mapping.
- Business Partnering and Budget Control: Act as the finance point of contact for Project Managers, helping them read their numbers, plan spending and stay within budget.
- Support expenditure control: review commitments and spending against available budget and flag issues early, before funds are over-committed.
- Advise on the financial implications of operational plans and changes.
- Cost Allocation and Financial Framework: Operate and maintain the cost allocation approach - including shared costs and staff time - on a consistent, documented and defensible basis.
- Maintain the project and cost-centre structure used for planning and reporting, in step with the organisation as it changes.
- Help strengthen financial management processes, controls and donor compliance across the organisation.
- Cash Flow and Liquidity Planning: Coordinate with accounting and leadership to monitor cash flow positions and funding inflows, ensuring liquidity across project accounts and minimize currency conversion risks.
- Internal Control Maintenance: Assist the Head of Finance and Administration in monitoring internal financial controls, checking adherence to organizational procurement and spending policies, and identifying process improvements to mitigate financial risks.
- Financial Induction and Capacity Building: Provide basic financial orientation and guidance to new project staff and non-finance members regarding budget tracking, timesheet recording and expense authorization procedures.

- Master's Degree
- At least 5-7 years in financial management, FP&A (Financial Planning and Analysis), budgeting or a comparable analytical finance role.
- Strong budgeting, forecasting and variance-analysis skills, and the ability to turndata into clear recommendations.
- Advanced Excel Skills (modelling, pivot tables); comfort working with accounting systems and reporting tools (QuickBooks and Excel Spreadsheets) .
- Good written and spoken English and Khmer, and the ability to explain finance to non-finance colleagues
- Experience of grant or fund-based planning and donor reporting.
- Experience in an NGO, social enterprise or multi-donor environment.
- Experience with cost allocation, activity-based costing or management-dashboard design.
- Analytical and structured, with strong attention to detail.
- A business-partner mindset - proactive and focused on helping others make better decisions.
- Organised and reliable, able to deliver to a fixed monthly calendar.
- Clear communicator, and willing to improve how things are done.
