Position Overview
The scope of this position covers both project-level and institutional (IPC-wide) financial controlling. The Financial Controller works under the supervision of the Head of Financial Controlling and contributes to the creation and follow-up of institutional budgets, funded research projects budgets, and service activities P&L.
Recruitment conditions:

- Remote Work: Possibility to work remotely, subject to job role and management approval.
- Project Financial Monitoring: Monitor project budgets and variances. Ensure on-time and accurate register of expenses in coordination with accounting and procurement. Maintain up-to-date project data in the system (Cost centers, budget lines, HR allocations ...)
- Financial Reporting: Prepare periodic project financial reports in compliance with internal and external standards.
- Coordination with Project Teams: Liaise with project managers and heads of research units to ensure accurate and reliable project financial data and projections. Lead recurrent meetings to track defined action plans.
- Project invoicing: Prepare, submit and monitor effective payments of projects invoices to funders
- Compliance: Ensure project-related transactions comply with applicable legislation, accounting standards, IPC internal controls, and donor requirements. Support the implementation and strengthening of internal financial control procedures at the institutional level.
- Audit Assistance: Support internal and external audits at project and institutional levels, including documentation and analysis, and liaise with auditors and donors.
- Services and support functions Financial Controlling:
- Contribute to IPC-wide budget monitoring and financial performance analysis across departments, units, and service activities.
- Monitor IPC cost centers and service activities in line with approved budgets and financial policies.
- Coordination & Allocation of Work: Carry out assigned controlling activities (research units and/or service activities) as defined by the Head of Financial Controlling and contribute to team coordination to ensure continuity and consistency of financial control activities.

- Bachelor's Degree in accounting, finance or a related field.
- Relevant experience in finance or accounting, including exposure to project follow-up for 3 to 5 years
- Understanding of financial statements (balance sheet, income statement, cash flow statement).
- Proficiency in accounting software/ERP systems - Dynamics 365 Business Central is preferred.
- Knowledge of audit processes and internal controls.
- Strong command of MS Office 365, particularly Excel.
- Ability to use financial analysis and reporting tools (Power BI, Jetreports,..).
- Attention to Detail: Ability to verify and ensure the accuracy of financial data.

The lnstitut Pasteur du Cambodge (IPC) is recruiting a full-time Medical Doctor for the Battambang Rabies Prevention Center based in Battambang province.
Position Overview
Medical doctor (MD) is one of the essential components of the healthcare system. At IPC, based on their medical knowledge, MDs provide accurate, compassionate, science-based information and evidence-based medical care to patients according to regulatory standards and protocols. Their role extends beyond patient care to actively contributing to the advancement of medical research initiatives. MDs play a vital part in enhancing the effectiveness of the routine functioning of IPC’s Vaccination Service Unit.
Recruitment conditions:

- Ensuring well-functioning of the Rabies Prevention Center's day-to-day activities according to the leadership of the head of the Vaccination service.
- Providing Rabies PEP for animal bite victims according to IPC Standard Operating Procedures (SOPs)
- Managing vaccine-related unwanted effects.
- Providing scientific advice related to rabies PEP via phone call, email, and Facebook page
- Maintaining the database of patient clinical information and rabies PEP prescription
- (Includes data entry and management of the data)
- Supervising the cold chain management for vaccines and immunoglobulin storage
- Supervising the stock inventory of the Rabies Prevention Center
- Generating the regular weekly and monthly activity reports
- Closely interacting with management and laboratory teams at IPC
- Managing the animal specimens and laboratory results (specimen reception, shipment, and test results)
- Ensuring the necessary opening of the center during certain public holidays for the benefit of patients
- Respecting the work timing and IPC internal rules
