Position Summary

Report to: People Finance and Operation Lead

Duration: July - December 2026 (estimated the engagement 5 days per month)

Role overview:

The Finance – Project consultant, under the direction of the PFO lead, is responsible for the overall financial management of assigned projects/ small grants. This includes performing day-to-day accounting functions, financial reporting, audits, cash management, budgeting, and financial planning and capacity building to 4 LRP partner’s staff and management. s/he ensures transparency and accountability in all project/small grand -related financial transactions, including those with partner organizations. S/he will also actively contribute to monitoring budget implementation and support continuous improvements in the efficiency and effectiveness of financial management systems and processes of the partner organization and collaboration with AAC teams.

  2. Help The Old Age and Most Vulnerable Organization (HOM)
  3. Mlup Promviheathor Center (MPC)
  4. Cambodia, and Rural Friend Community for Development (RFCD
Duties & Responsibilities:
  • Financial Systems Development and Capacity Building
  • Implement updated internal financial and accounting systems of partners in collaboration with the AAC finance team.
  • Conduct at least two capacity-building to partners on financial management, reporting, and compliance.
  • Financial Report, Compliance, and Record Maintenance
  • Financial Reviews and Reporting
  • Conduct monthly financial transaction reviews for partners, providing detailed reports and variance analyses by the 10th of each month.
  • Ensure timely submission of partners’ financial reports by the 5th of each month, offering feedback and support to enhance accuracy. In addition, ensure the completeness of report submission by included all the scanned supporting document for validation.
  • Compliance and Record Maintenance
  • Ensure all financial transactions comply with Partners, donor and AAC policies, maintaining accurate records in the SUN Accounting System throughout the period.
  • Ensure timely disbursement of partner payments within five business days upon receipt of complete documentation.
  • Engagement and Support Activities
  • Organize monthly financial review meetings with budget holders to discuss expenditure tracking and budget alignment within the first week of each month.
  • Conduct monthly visits to partner locations and field offices to assess financial management practices and provide necessary support.
  • Financial Planning and Monitoring
  • Total of budget for 2026 is around 260,000 USD, Partner engagements for March -December 2026.
  • Collaborate with project teams to prepare quarterly financial plans for each project by the end of July, October, and December 2026.
  • Establish a participatory financial monitoring system with each partner and ensure regular check-ins for effective implementation.
  • Annual Reporting Contribution
  • Small Grant Closing: Contribute necessary financial inputs for the annual reporting/final grant report, ensuring all documentation is complete and compliant.
Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in the field of Accounting/Business Administration and Finance
Work History:
  • Experience in a similar role or job area with solid prior experiences working and liaison with partners on project/grant management and compliance for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Have knowledge of Microsoft Word and advanced Excel.
  • Experience in financial planning, budgeting, and cash management.
  • Familiarity with general accounting, auditing procedures, and financial system improvements.
  • Familiarity with SUN / Quickbook Accounting System (preferred)
  • Experience and knowledge of working in dynamic working environment
  • Good written and spoken English skills
