Finance Manager

- Financial Operations Execution
- Review and approve payment vouchers and bank transfers for suppliers, contractors, and employees.
- Oversee payroll processing, staff benefits, and reimbursements via Odoo’s ERP system and online banking.
- Manage petty cash and ensure proper supporting documents and replenishment control.
- Monitor accounts receivable from parents and ensure timely fee collection.
- Review and approve all payments based on Delegate of Authority before processing to suppliers.
- Financial Reporting
- Prepare and present monthly and annual financial statements (Balance Sheet, Income Statement, and Cash Flow) for each campus and HQ, and produce a consolidated group report
- Produce and regularly update cash flow forecasts to ensure liquidity and financial stability.
- Maintain and reconcile general ledger (GL) accounts, including fixed assets, inventories, and inter-campus transactions.
- When assigned, help to control major booking and confidential transactions in the system such as payroll, NSSF, Insurance, monthly tax payments, and related-party adjustments.
- Ensure that all accounting records and reports comply with IFRS for SMEs (Cambodia).
- Budgeting & Financial Analysis
- Coordinate with HQ departments and campuses to gather, review, and consolidate budget submissions.
- Prepare the Master Budget and monitor performance through Monthly Business Reports (MBR), conducting variance analysis with clear commentary and actionable recommendations to management.
- Support management in cost control, resource allocation, and operational efficiency initiatives.
- Provide financial insights for investment planning, new campus evaluation, or program expansion.
- Conduct regular analysis of school wide action plans against the budget plan, and provide due recommendations to ensure the cost effectiveness of the school’s resources and expenditures.
- Internal Control & Systems
- Design, document, and implement strong internal controls across campuses to ensure consistency, transparency, and accountability.
- Lead the development of the Financial Module of the desired digitized system to tailor a sound Financial System for the school.
- Lead the development, implementation, and maintenance of the digital financial management system (e.g., Odoo/Phum School System), including accounting, payroll, and parent fee modules.
- Assist in the development and execution of the financial side of the payroll digital system.
- Assist in the development of the financial side of the school parents’ portal.
- Support the integration of finance-related functions into the Parent Portal and HR Application.
- Ensure all processes align with the School Policy, Finance SOP, Finance Policies, and Board-approved controls.
- Provide inputs to the top management to address internal and external financial risks and propose preventive or corrective measures to the business.
- Tax, Audit & Compliance
- Manage monthly tax declarations (VAT, WHT, Salary Tax, Patent Tax, etc.) accurately and on time.
- Coordinate with External auditors to facilitate the annual audit process, ensure timely completion, and provide accurate reports for the board’s review.
- Ensure full compliance with Accounting and Auditing Regulator (ACAR), GDT, and Ministry of Education requirements.
- Liaise with the banks regarding loans, fixed deposits, and other treasury operations to optimize financial returns and manage liquidity.
- Other responsibilities
- Address daily inquiries on whole-school financial matters.
- Perform any other duties assigned by top management or the Board of Directors.
- Supervise and develop accounting team members across campuses to ensure accuracy and timely reporting.
- Provide financial training and support to non-finance staff (principals, admin heads, department leaders).
- Qualifications
- Bachelor’s degree in accounting, Finance, or Business Administration.
- Professional qualification (ACCA, CPA, or equivalent) is highly preferred.
- Minimum 5 years of experience in finance/accounting, with at least 2 years in a managerial role (preferably in education or service industry).
- Hands-on experience with multi-branch or group consolidation accounting.
- Familiarity with IFRS for SMEs (Cambodia) and local tax laws.
- Strong proficiency in accounting systems (Odoo, ERP, QuickBooks, or equivalent).

CARE Learning Facilitators

- Work as part of a learning support team to assist students with special needs in their learning progress on a daily basis.
- Reinforce and review concepts and skills with assigned students as supervised by the Class Room and Special Education Teachers.
- Assist the students in performing activities initiated by the supervising teacher.
- Monitor student progress in instructional programs and relay findings to supervising teachers.
- Help prepare instructional materials designed by the supervising teacher
- Monitor and reinforce student performance concerning behavioral interventions through observation, data collection, compilation and record keeping.
- Assist in maintaining records associated with the parent conferencing procedure.
- Manage students during times when the teacher is involved in the regular performance of professional duties or has logical emergency reasons for being out of the classroom.
- Attend CARE LF training.
- Demonstrate knowledge of curriculum content for classes in which he/she assists.
- Assist with the physical needs of students as needed– feeding, toileting, dressing and other related physical activities.
- University-level education, continuing or graduated, preferably in a relevant field of education or psychology.
- Ability to communicate in English at least at basic level.
- Demonstrated interest in the field of special education, particularly for young children.
- Demonstrated experience/ability working with children from 3 to 10 years old in any capacity.
- Communicate with parents, teachers and all learning support team members in both Khmer and English on student learning needs and matters for assistance.
- Willingness to learn from different stakeholders/relevant people in order to assist the students in making their progress.
