The Finance Coordinator ensures effective day-to-day financial and accounting management for the project, including financial control, compliance, budgeting, cash and bank management, accurate bookkeeping (including in QuickBooks), and timely financial reporting to HOM management and donors.
- Manage day-to-day accounting and financial transactions; maintain proper filing and documentation of all financial records.
- Prepare and monitor project budgets; conduct variance analysis and provide timely budget updates to management.
- Manage cash flow; prepare cash forecasts; conduct bank and cash reconciliations regularly.
- Prepare accurate and timely financial reports (monthly/quarterly/annual) in line with donor requirements and HOM policies.
- Ensure compliance with internal controls, procurement and payment procedures, and applicable laws and regulations.
- Process payroll and related payments, including NSSF and other statutory contributions (as applicable).
- Support monthly and annual tax declarations/e-filing and maintain secure data back-up.
- Coordinate and support internal/external audits; respond to audit findings and implement agreed recommendations.
- Provide basic financial guidance/capacity support to relevant project staff and community groups when required.

- Bachelor's Degree in finance, accounting, auditing, or a related field.
- Relevant experience in finance/accounting (NGO/development sector experience is an advantage) for 2 years as a minimum
- Good knowledge of bookkeeping, budgeting, donor financial reporting, and internal controls.
- Computer literacy (MS Excel/Word) and experience using accounting software (QuickBooks preferred).
- Proficiency in Khmer and working-level English (written and spoken).
- Strong integrity, accountability, and attention to detail; able to work independently and as part of a team.
Program Officer

The Program Officer leads day-to-day implementation of project activities related to agro-environmental livelihoods and climate resilience, including community mobilization, training and coaching, coordination with local authorities and partners, and documentation/reporting of progress and results.
- Plan, implement, and monitor project activities in line with the approved workplan and budget.
- Facilitate community engagement and coordination with commune/sangkat authorities, relevant technical offices, and partners.
- Support farmers and community groups to adopt agro-environmental (agroecology) practices, including climate-smart approaches and basic market linkage.
- Organize trainings, learning events, field demonstrations, and follow-up coaching; ensure inclusive participation (women, youth, and vulnerable groups).
- Support disaster risk reduction and climate change adaptation initiatives at community level (awareness, preparedness, and simple household/community measures).
- Collect and verify activity data; contribute to progress reports, success stories/case studies, photos, and lessons learned in coordination with HOM management and AAC.
- Ensure safeguarding and ‘do no harm’ practices in all field activities, including child safeguarding and prevention of sexual exploitation and abuse (PSEA).

- Relevant experience implementing community-based livelihoods, agriculture, or climate resilience projects for 3 years as a minimum
- Practical knowledge of agroecology/climate-smart agriculture and community facilitation; DRR/CCA experience is an advantage.
- Computer literacy (MS Office); able to produce clear activity reports and basic documentation.
- Proficiency in Khmer; working-level English is an advantage.
- Good coordination and communication skills; able to work with community members, local authorities, and partners.
- Willingness to travel regularly to target communities and work flexibly as needed.
