Position Summary

Hope for the Silent Voices is seeking an experienced and highly dependable Finance Coordinator to oversee and coordinate the organization's essential financial processes on a part-time basis.

This position is particularly suited to an experienced finance professional who no longer necessarily desires a traditional full-time position, but who wants to use strong accounting and financial-management skills in meaningful work.

The successful candidate will be trustworthy, organized, accurate, steady, proactive, and comfortable taking ownership of financial responsibilities with limited supervision.

Part-Time: Monday–Friday | 8:00 a.m.–12:00 noon, preferred | 20 hours per week 

The Opportunity

HFSV is seeking an experienced and highly dependable Finance Coordinator to oversee and coordinate the organization's essential financial processes on a part-time basis.

Duties & Responsibilities:
  • Financial Management & Accounting
  • Maintain accurate and current financial records for HFSV.
  • Review and verify payment requests, settlements, reimbursements, and supporting documentation.
  • Ensure expenditures comply with HFSV policies, approved budgets, internal financial controls, and applicable donor requirements.
  • Record organizational income and expenditures accurately within QuickBooks.
  • Prepare necessary month-end journal entries and financial adjustments.
  • Maintain accurate cash books and conduct appropriate cash reconciliations and cash counts.
  • Perform monthly bank reconciliations and investigate discrepancies promptly.
  • Process invoices and ensure payments are completed accurately and within required deadlines.
  • Maintain organized electronic and physical financial documentation and supporting records.
  • Payroll, Benefits & Statutory Responsibilities
  • Prepare and coordinate monthly staff payroll.
  • Calculate applicable employee benefits and other approved staff payments.
  • Maintain appropriate payroll documentation.
  • Calculate applicable seniority/severance obligations in accordance with Cambodian requirements and HFSV policy.
  • Coordinate timely payment and documentation of applicable taxes, NSSF/social-security obligations, and other statutory requirements.
  • Cambodian NGO Compliance
  • Assist HFSV leadership in maintaining strong financial compliance with Cambodian laws and NGO requirements.
  • Prepare or coordinate required monthly, quarterly, and annual financial or tax filings.
  • Maintain familiarity with requirements involving relevant Cambodian authorities, including GDT, ACAR, NSSF, and other applicable government bodies.
  • Maintain financial records in a manner that supports government inspections, audits, organizational reporting, and NGO compliance requirements.
  • Communicate professionally with government representatives, accountants, auditors, banks, and other external stakeholders when required.
  • Financial Reporting & Controls
  • Assist in preparing clear monthly financial reports for organizational leadership.
  • Monitor income and expenditures and identify unusual transactions, discrepancies, or areas requiring management attention.
  • Support budget-versus-actual monitoring and provide leadership with timely information regarding significant variances.
  • Help strengthen internal financial controls and recommend practical improvements where appropriate.
  • Ensure proper authorization, supporting documentation, and financial accountability for organizational expenditures.
  • Assist with financial documentation required for donor reporting, grants, sponsorship programs, and organizational projects.
  • Asset & Inventory Accountability
  • Maintain HFSV's fixed-asset register.
  • Ensure organizational assets are appropriately recorded, identified, and documented.
  • Assist with periodic physical verification of significant organizational assets.
  • Coordinate with administrative staff regarding financial records associated with purchases, equipment, supplies, and inventory.
  • Team Support
  • Provide practical guidance to staff regarding HFSV financial procedures and required documentation.
  • Work collaboratively with the Country Director, HR/Admin team, program staff, and organizational leadership.
  • Help ensure that financial processes support the smooth daily functioning of HFSV rather than unnecessarily slowing program operations.
  • Participate in appropriate organizational meetings when financial input is required.
  • Perform other reasonable finance-related duties consistent with the responsibilities of the position.
Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Bachelor's Degree in Accounting, Finance, Business Administration, or a related field, or equivalent significant professional experience.
Skills & Knowledge:
General & Technical Skills
  • Strong practical accounting and financial-management experience.
  • Previous experience within an NGO, nonprofit, development organization, school, social enterprise, or similarly accountable environment strongly preferred.
  • Demonstrated proficiency with QuickBooks or comparable accounting software.
  • Strong understanding of Cambodian accounting, taxation, payroll, NSSF, and financial-compliance requirements.
  • Experience preparing financial documentation and reports for Cambodian government authorities.
  • Strong knowledge of financial controls, reconciliation, documentation, and audit preparation.
  • Excellent attention to detail and a consistently high standard of accuracy.
  • Ability to identify discrepancies and resolve financial issues rather than simply record transactions.
  • Good working English and Khmer communication skills.
  • Ability to use Microsoft Excel, Word, email, cloud-based documentation, and other standard office systems confidently.
  • Ability to organize responsibilities independently and consistently meet deadlines.
