Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 41 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 6 Community Development Programs and 1 Social Enterprise in 4 provinces and 1 city of Cambodia. GNC is now working with key sustainability partners and relevant departments of government and NGOs to promote positive impacts for vulnerable people, especially children.

Position Summary

Location: Head Office

Duties & Responsibilities:
  • Finance/Accounting Management 
  • Assist the finance team at HO, CDPs to maintain the QuickBooks software and produce financial and related reports timely and accurately as per requirements. 
  • Record daily transactions in the accounting system • Maintain complete supporting documentation Prepare journal entries as assigned. 
  • Check and consolidate finance reports from all CDPs and HO for reporting to FM 
  • Assist FM for overall financial management of the GNC with quarterly budget execution, produce for FM. 
  • Ensure financial statements and support documents are produced and maintained. 
  • Ensure that the project has sufficient effective sources (budget) and support documents to support the program activities. 
  • Review and check CDPs Monthly Financial Report to ensure the quality of finance tasks. 
  • Prepare and review payment requests, vouchers, and supporting documents. 
  • Monitor expenses and ensure they align with approved budgets. 
  • Assist in preparing monthly, quarterly, and annual financial reports. 
  • Implement and monitor standard GNC policies on finance, accounting, and cash disbursements. 
  • Oversee bank accounts and cash flow (exchange rate management and currencies) and manage all financial transfer requirements. 
  • Manage the annual budget, including the operating and various contracts such as Plan of Action, Grant, and designated funds. 
  • Prepare and revise project budgets quarterly and annually, if necessary. 
  • Make sure that all financial transactions are carried out and recorded in accordance with standard financial procedures. 
  • Assist FM to Overview of projects (CDPs) and head office income and expenditure. 
  • Monitor actual expenditure versus budgets periodically. 
  • Develop an appropriate financial system and provide orientation to all newcomers and existing staff to understand and work with them such as taxation compliance and financial risk management and report to FM. 
  • Review financial manual regularly to ensure that the manual is updated and in compliance with the GNC and all applicable laws. 
  • Record transactions in accounting software. 
  • Conduct bank reconciliations and cash reconciliations. 
  • Ensure timely closing of monthly accounts. 
  • Management 
  •  Monitoring the Finance report of CDPs & HO for financial management as the overall Report to FM 
  • Guide finance staff (Admin & Finance Officer) and volunteers to ensure quality of work 
  • Compliance and Coordination 
  • Prepare all audit trails are on file & make sure that auditor’s queries are acted on in a timely manner 
  • Ensure all tax compliance included TOS, TOFB, WT, VAT, PPT, annual Tax on Profit, and ACAR. 
  • Work closely with Administration & Human Resource Department and Other department to ensure the smooth cooperation of GNC. 
  • Other Task assign by line Manager.

Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in Finance and Banking project management or related field. 
Work History:
  • Appropriate professional experience in the management of a comparable community development project/program for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Sound experience in project and program design, implementation, monitoring, evaluation, and report writing. 
  • Competent in written English communication, computer literate (Ms. word, excel, PPT) 
Soft Skills
  • Good development facilitation, including empowerment, community mobilization and transformational development. 
  • Good interpersonal, communication and networking skills.  
  • Willing to travel overnight stay in the community.
