Team purpose: FFA is funded by the Swedish Embassy in Bangkok, Thailand. The program completed its first phase between 2018 to 2022. In January 2023, FFA began its Phase 2 implementation.

FFA is a network of over 90 civil society organizations (CSOs) in Asia working to ensure that financial institutions operating in Asia are transparent and accountable to Environmental, Social and Governance (ESG) criteria in their business activities and investment decisions. FFA aspires to contribute to the reduction of inequality in Asia by creating an enabling policy environment for the integration of social and environmental considerations among financial institutions (FIs) in the region and ensuring that FIs advance the interests and rights of local communities towards their well-being.

Currently, FFA is operational at the regional level and in 10 countries across Asia, namely Bangladesh, Cambodia, India, Indonesia, Japan, Lao PDR, Pakistan, the Philippines, Thailand, and Vietnam. FFA’s regional Executive Team (ET) is stationed in Phnom Penh, Cambodia.

Finance Coordinator

Position Summary

Location: Flexible within Cambodia, Laos, Vietnam

Contract: 1-year fixed term with possibility of extension

Job purpose: FFA is seeking an experienced Finance Coordinator with an advanced knowledge and experience in financial management, compliance, and grant support in a multicountry and multi-partner program. The Finance Coordinator will provide support in meeting institutional donor funding and compliance requirements through financial and risk management, as well as operational support to FFA program implementation. The Finance Coordinator will work closely with the FFA Operations Coordinator in delivering the overall responsibility of financial coordination across FFA.

Expectations - Duties, Responsibilities
  • Financial Management
  • Manage and monitor FFA’s day-to-day operational and financial activities in line with the regional FFA budget.
  • Provide orientation, regular guidance, and continuous support to all FFA implementing partners on operational budgets and financial reporting.
  • Coordinate, prepare, and consolidate program operational budget and all necessary revisions.
  • Review, consolidate, and finalize all relevant financial reports from implementing partners at regional and country levels.
  • Act as main focal point and coordinator for the annual central project audit and all annual project audit by implementing partners. Collect, appraise and follow up management action and response for all audit reports.
  • Support the selection of new partners where relevant, ensuring a proper partner internal system assessment. Promote their sound financial management capacity with systems in place to meet financial requirements following their national laws and regulations.
  • Monitor partners' financial management systems, as well as the implementation of project activities and outcomes in close collaboration with the FFA Executive Team. Conduct monitoring visits to partners to check their financial and audit reports and the status of their project activities following their approved budget.
  • Support in ensuring level of assurance on compliance to the requirements to all country and regional partners.
  • Generate and circulate budget monitoring reports, variance analysis, interpretation of financial information, forecasts, project spending and any other ad hoc reports as required to country leads, program managers, Oxfam Novib HQ in the Hague and to the donor, Sida.
  • Develop budgets for fundraising proposals in close collaboration with FFA Operations Coordinator.
  • Operational Management
  • Review % allocation of salary, other benefit cost, and office desk cost charged to the FFA program by collecting timesheet and contacts with HR and finance team in term of change in % of allocation.
  • Prepare budget framework following the program MEAL framework in accordance with the project cycle management of Oxfam and/or other requirements by the donor. This will include, but not limited to, documentation and correspondence such as approvals, contracts, letters of transfer, reminders and letters of rejection, …etc. for the smooth and effective program implementation.
  • Arrange and monitor the administrative processes of the program and externally funded projects, in line with Oxfam procedures and donor requirements.
  • Assist the FFA Executive Team in budget planning and monitoring in line with the organization of region-led meetings, workshops and other learning events for the program.
  • Capture the financial contents of those events and report to the required management system.
  • Work closely with the Administrative Support Officer to prepare payments, accrual requests for expenses of regional component.
  • Back-up for the Administrative Support Officer when this person is on leave or absent.
Requirements - Skills, Qualifications, Experience
  • ESSENTIAL
  • A University degree in finance, accounting and/or business administration, or an equivalent combination of education, training, and experience.
  • Minimum of 5 years of experience in financial coordination for multicountry, multi-partner programs with multiple financial management systems at the regional level, preferably with international organizations.
  • Solid working experience with Finance and Project Cycle Management systems such as Adobe and SAP, and excellent skills in MS Excel and other software used for financial management.
  • Excellent written, oral, presentation, and facilitation skills in English are mandatory.
  • Ability to undertake travel to support the FFA ET and partners in multiple Asian countries, and to join field work, as necessary.
  • Self‐motivated team player able to work both collaboratively and independently, and deliver high‐quality work, with minimum supervision at times.
  • Fast and eager learner with an experience in working in contexts with cultural and political sensitivities
  • Enjoys working in highly multicultural settings and is able to manage working in hybrid arragements.
  • Ability to manage time effectively, priotize work in the context of multiple tasks, and work well under high-pressure environments.
  • DESIRABLE
  • Prior knowledge and experience working on sustainable finance, development finance, and other relevant topics in the Asian financial sector landscape.
  • Prior experience working on financial systems like ADOBE and SAP, familiarity with Oxfam’s financial and risk management policies and prodecures.
  • Demonstrated experience in distance management and hybrid working setup is highly desirable.
  • Strong analytical and critical thinking skills in complex systems and contexts.
  • KEY ATTRIUTES
