Finance Assistant
Position Circumstances

Schedule: Full-time work from Monday-Friday
Reporting to the Finance Officer (Operations), you will be responsible for all aspects of bookkeeping, accounts, procurement support and control, effective financial reporting, and general administrative or operational duties. The role requires high attention to detail, strong organizational skills, and the ability to work independently while meeting tight deadlines.
Duties & Responsibilities:
- Financial Management & Bookkeeping
- Handle all payment processing and cash handling, including documenting and recording all transactions.
- Prepare payment requests and present them for approval in accordance with APOPO’s Financial Policies and Procedures.
- Monitor and record all financial and program transactions and expenditures.
- Handle petty cash, replenishment, and proper filing of records.
- Conduct and document weekly/monthly cash counts.
- Prepare monthly cashbooks and upload accounts at month-end.
- Prepare cash advances and monthly cash reconciliations for field staff.
- Review and verify cash vouchers, receipts/invoices, and supporting documents.
- Prepare and update monthly expenses by cost center and donor.
- Provide support in compiling, reviewing, and reconciling data for management and audit purposes.
- Procurement & Vendor Management
- Support with purchase orders and process related payments for procurement of goods and services.
- Assist with vendor/supplier contract renewals.
- Maintain vendor and supplier records in compliance with procurement guidelines.
- Tax & Compliance
- Prepare and submit monthly and annual tax declarations (including salary tax, withholding tax, and VAT) in compliance with Cambodian tax regulations.
- Maintain accurate and complete supporting documentation for all tax filings to ensure compliance with Cambodia tax laws.
- Monitor changes in Cambodia tax legislation and advise management on any implications for the organization.
- Ensure timely payment of taxes to avoid penalties
- Liaise with GDT during audits, inspections, or tax-related queries.
- Support management with tax planning and optimization, providing guidance on allowable deductions and compliance requirements.
- Ensure all financial operations, contracts, and procurement activities are aligned with legal tax regulations
- Assist in preparing the report for internal and external audit related to tax and regulatory compliance.

Expected Profile of Candidates
Languages:
- English - Good
Qualifications:
- Bachelor's Degree in Accounting, Finance, Business Administration, or related field is preferred
Work History:
- Relevant experience in finance and administration, ideally with an NGO(s) for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Knowledge of tax declaration and compliance in Cambodia.
- Good knowledge of accounting principles and bookkeeping procedures.
- Proficient in Microsoft Word, Excel and accounting software.
- Good written and spoken English.
Soft Skills
- Strong attention to detail and organizational skills.
