Position Summary

We are seeking a Finance & Procurement Officer to support the delivery of the Australia Cambodia Partnership for Climate Resilience (ACP4Climate) program. The role will play a key part in ensuring sound financial management, procurement compliance and operational support across program activities, helping to deliver high-quality development outcomes in Cambodia.

Join the Australia Cambodia Partnership for Climate Resilience (ACP4Climate), the Australian Government's flagship climate investment in Cambodia, supporting improved water resource management and climate resilience.

As the Finance & Procurement Officer, you will support the effective and compliant delivery of finance and procurement services across the program. Working closely with the Finance Specialist, Operations & Grants team and corporate colleagues, you will help ensure sound financial management, value-for-money procurement, donor compliance and strong operational systems that support program delivery.

This is an excellent opportunity for a finance and procurement professional looking to contribute to a high-impact development program while building experience in donor-funded project operations and financial management.

Duties & Responsibilities:
  • Support the day-to-day financial and procurement operations of a major Australian Government-funded development program.
  • Process payments, reconciliations, financial reporting and record-keeping to ensure accurate and compliant financial management.
  • Coordinate procurement activities, including quotations, supplier engagement, contract administration and purchasing processes.
  • Maintain accurate financial and procurement records and support audits, reporting and compliance requirements.
  • Monitor expenditure, assist with budget tracking and support risk management and financial controls.
  • Build strong relationships with suppliers, partners and internal stakeholders to support efficient program delivery.
  • Contribute to the continuous improvement of finance, procurement and operational systems and processes.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in accounting, finance, business administration or a related discipline
Skills & Knowledge:
General & Technical Skills
  • Experience in finance, accounting or procurement, ideally within an NGO, development program or donor-funded environment.
  • Strong understanding of financial management, compliance requirements and administrative processes.
  • Experience using financial management systems such as QuickBooks and strong Microsoft Excel skills.
  • Strong knowledge of procurement processes and documentation, ensuring full compliance with ACP4Climate policies, DFAT requirements, and audit readiness
  • Professional written and verbal communication skills in both Khmer and English.
  • Experience working on DFAT-funded programs or within climate resilience, environmental or international development initiatives will be highly regarded.
Soft Skills
  • Excellent attention to detail with the ability to maintain accurate records and manage competing priorities.
  • Strong communication and relationship management skills, with the ability to work effectively with diverse stakeholders.
  • A proactive, collaborative and solutions-focused approach with a commitment to high-quality work.

The role will play a key part in managing transparent, inclusive and effective grant processes that support local organisations, communities, private sector partners and government stakeholders to strengthen climate resilience across Cambodia.

As the Grants Specialist, you will coordinate ACP4Climate's grants portfolio, supporting the full grants lifecycle from solicitation and partner selection through to implementation, monitoring, reporting and close-out. Working closely with the Grants Manager, technical teams and partners, you will help ensure grants are managed transparently, effectively and in compliance with donor and organisational requirements while supporting high-quality development outcomes.

This is an excellent opportunity for a grants management professional looking to contribute to a high-impact climate resilience program while working closely with local organisations, civil society, private sector partners and government stakeholders across Cambodia.

Duties & Responsibilities:
  • Manage the full grants lifecycle, from planning and award through to implementation, monitoring, reporting and close-out.
  • Deliver transparent, competitive and inclusive grant processes for local partners.
  • Ensure compliance with donor and organisational requirements, including safeguarding, PSEAH, child protection, fraud control, GEDSI and risk management.
  • Coordinate grant agreements, due diligence, budgets, milestones, reporting, payments and related documentation.
  • Monitor partner performance, expenditure and compliance, and support audits and field monitoring activities.
  • Build partner capacity and provide guidance on compliance, financial management, safeguarding and reporting.
  • Collaborate across technical and operational teams and act as a key contact for grant recipients.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Finance, business administration, management, international development, or a related field
Work History:
  • Grants or partner fund management on donor-funded programs, with a sound understanding of the full grants lifecycle for 3 to 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong knowledge of donor compliance, due diligence, financial management, risk management and audit requirements.
  • Experience working with local partners and supporting capacity strengthening initiatives.
  • Strong financial management skills, including budget review, expenditure monitoring, acquittals, forecasting, and financial risk identification.
  • Experience working on DFAT-funded programs or within climate change, resilience, water management or environmental initiatives will be highly regarded.
  • Excellent communication skills in Khmer and English, with the ability to build strong stakeholder relationships.
Soft Skills
  • You will be an organised and detail-oriented grants management professional with strong stakeholder engagement and problem-solving skills.
  • Strong organisational skills, attention to detail and the ability to manage competing priorities.
  • Strong mentoring, problem-solving, communication, and capacity-building skills.
