Finance and Operations Manager
Contract: Local Health System Sustainability
Supervisor: Chief of Party
- Finance
- Provide oversight of the project’s financial accounting and payroll
- Prepare payroll for local staff, according to local requirements
- Monitor project bank accounts and verify proper monthly bank reconciliations
- Work with the Harvest II Project Finance Director and Abt HQ tax department to prepare and submit company statutory tax filings.
- Verify project financial data in the company accounting software to submit to Abt Associates HQ monthly accounting reports. Verify all invoices and payment requests for the project are processed following Abt’s rules and regulations and ensuring supporting documents for each transaction disbursements and deposits are clear complete and auditable
- Keep track of expenditures against approved budget and ensure monthly site office forecast is up to date
- Track all accruals and commitments for HQ reporting
- Other finance duties as assigned
- Operations
- Oversee Human Resource activities affecting the project including but not limited to the hiring, termination, benefit tracking and legal disputes affecting current and former site office personnel.
- Serve as office timekeeper
- Coordinate the organization of local conferences, seminars, and meetings in concert with other project staff and the home office.
- Ensure project follows in-country VAT reimbursement procedures and keeps HQ appraised on any changes on local tax laws.
- Coordinate to oversee the local procurement of goods and services, including consulting agreements, Requests for Proposals or Quotes (RFP/Q) and vendor bid analysis and justification.
- Conduct a semiannual physical inventory review and record any losses or damaged furnishings or equipment, manage project inventory list
- Other operations duties as assigned
- Bachelor’s Degree and 4-6 years of work experience, or the equivalent combination of education and work experience
- Experience providing finance and operational oversight to US dollar contract funded by an international donor required, USAID experience highly preferred
- Demonstrated knowledge of local tax, accounting, and labor law regulations
- Knowledge of USAID regulations strongly preferred
- Demonstrated knowledge of QuickBooks preferred
- Strong oral and written communication skills in Khmer and English are required.
