Finance and HR Manager
Salary Range: Negotiable (Gross Salary 1800USD-2000USD/month)

Position Summary:
GADC is seeking an experienced and committed Finance and HR Manager to lead and manage our finance, human resources, and administration systems. This role ensures that the organization complies with national laws, donor requirements, and internal policies while supporting our feminist mission and strategic goals. As a core member of the Management Team, the Finance and HR Manager contributes to strategic planning, resource allocation, and organizational effectiveness.

Job Purpose
- Lead the financial, human resource, and administrative functions of GADC.
- Ensure strong financial management and compliance with laws, donor rules, and internal policies.
- Support staff performance, well-being, and capacity through effective HR systems.
- Contribute to the overall strategic direction and sustainability of GADC.
- Finance and Accounting
- Manage GADC’s finances, including budgeting, forecasting, and reporting.
- Ensure compliance with Cambodian laws, tax regulations, and donor requirements.
- Oversee financial records, bookkeeping (QuickBooks), payroll, and staff benefits.
- Lead internal and external audit processes.
- Support proposal budgets, Grant management, financial analysis, and donor financial reporting.
- Provide financial guidance to staff and capacity-building on finance procedures.
- Financial Control and Risk Management
- Maintain strong internal control systems and ensure risk mitigation.
- Conduct spot checks, bank reconciliations, and manage shared costs.
- Monitor fixed assets and ensure transparency in all financial operations.
- Build a culture of accountability and value for money within the organization.
- Human Resource Management
- Oversee recruitment, onboarding, contracts, and staff records in line with Cambodian Labor Law.
- Ensure performance appraisals, capacity building, and staff well-being systems are implemented.
- Guide managers on consistent application of HR policies.
- Review and revise HR policies in line with GADC values and legal updates.
- Administration and Office Management
- Oversee procurement, asset management, office maintenance, and IT systems.
- Ensure proper record-keeping, reception, and administrative logistics.
- Provide regular internal reports on HR and administrative metrics to the Executive Director.
- Leadership and Organizational Development
- Serve on GADC’s Management Team and contribute to strategy and decision-making.
- Supervise finance and admin staff, promote teamwork, and provide coaching.
- Represent GADC in relevant external networks and donor forums as needed.
- Perform other tasks assigned by the Executive Director.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (Master’s preferred).
- Minimum 5–8 years of progressive experience in finance and HR roles, preferably in NGOs.
- Proven knowledge of Cambodian taxation law, labor law, and donor compliance (example, USAID, EU, DFAT, UN Women, ILO….).
- Proficient in QuickBooks and Microsoft Office Suite.
- Strong supervisory and interpersonal skills, with a feminist and inclusive leadership approach.
- High ethical standards, confidentiality, and a commitment to GADC’s mission.
- Fluency in Khmer and good command of English (spoken and written).
