The Arbitration Council Foundation (ACF) is a non-political and not-for-profit organization. ACF supports the operations of Cambodia’s Arbitration Council (AC), which is an independent national institution established by Law to resolve labor disputes. Supported by the Ministry of Labor and Vocational Training, employers and unions, the AC/F is recognized as a model institution for justice in labor dispute resolution in Cambodia and has been praised by national and international communities.

ACF is seeking a talented and experienced Cambodian national with outstanding qualifications for the following position of Finance and Administration Manager (FAM) based in Phnom Penh. This is a challenging and rewarding position with a high level of responsibility.

Duties
  • The responsibilities of Finance and Administration Manager include:
  • Develop & Implement the financial and administrative systems,
  • Update and maintain a chart of accounts, financial report format, assets register and payroll,
  • Review, monitor and manage the expenditure and resources of ACF and ensure that ACF operates within budget guidelines,
  • Manage cash in bank and cash on hand,
  • Prepare cash flow forecasts, funding grid and predict future financial trends,
  • Collect, interpreting and reviewing financial information,
  • Prepare financial reports for donors and management in compliance with policies,
  • Take lead in preparing annual budget, revised budget and projected budget proposal,
  • Liaise with and well prepare for external auditors,
  • Review and prepare procurement and contracts,
  • Perform Human Resources Management including staff recruitment and annual staff development plan,
  • Take lead in developing, revising and enforcing the ACF policies and procedures,
  • Work with management concerning finance and providing advice how the organization and future work decisions might be impacted,
  • Actively coordinate with the other departments to achieve the organizational vision and missions,
  • Develop long-term work plan and strategies to minimize financial risks.
Requirements
  • The qualities of the ideal candidate include:
  • At least Bachelor’s Degree in Finance, Business Administration, or related fields,
  • At least five years of relevant experience, preferably in a senior position with an NGO or auditing company,
  • Experience in operating Sun Systems accounting software and advanced Excel are preferred,
  • Experience in development of budget funding proposal,
  • At least two years of experience in staff recruitment,
  • High level of resourcefulness and the ability to work under pressure and with minimal supervision,
  • Excellent interpersonal relations, organization and planning,
  • Honest and ethical individual who works to the highest standards of integrity and propriety,
  • Ability to work within a management team in a multi-cultural environment,
  • Good communication skill and Fluent in written and spoken Khmer and English,
  • IT management skills and sound computer skills.
