ACCB is seeking an experienced and dynamic Finance & Administration Manager to contribute to the effective and efficient operations of our conservation centre. The successful candidate will contribute to ACCB’s support operations, participate in the overall management, and work closely with the Country Director to achieve ACCB's conservation aims. This role encompasses various support operations, including general finance, payroll, administration, human resources, government liaison, translation, and procurement. Flexibility is essential, as the Finance & Administration Manager will be expected to be on call for emergencies. About the Role
The successful candidate will work closely with the Country Director, the Operations Manager, and the Senior Finance & Administration Officer. They will participate in the long-term planning for ACCB concerning compliance with existing laws, financial accounting and reporting, general policies, human resources, capacity building, and organizational development.
- Main duties and responsibilities of the Finance & Administration Manager are:
- Carry out all aspects of ACCB’s administrative work.
- Prepare budget plans in close collaboration with the senior staff, operations manager, and the Country Director.
- Oversee ACCB's annual budget by preparing budget requests and effectively overseeing the allocated resources for administrative operations. Additionally, monitor ACCB grant budgets to ensure compliance and fiscal responsibility.
- Attend meetings or workshops on behalf of ACCB when required.
- Assist the Country Director and other senior team members in organizing and participating in meetings as needed.
- Translate documents and reports from English to Khmer and vice versa as needed.
- Develop, recommend, and implement protocols, standards, and guidelines related to administrative tasks, and collaborate with the Country Director and support operations team to improve existing accounting processes.
- Assist in coordinating and conducting animal rescues and releases, where administrative support is needed.
- Ensure training and development of staff expertise in relevant administration and accounting topics.
- Assist in developing and implementing safety guidelines and regularly train colleagues in all safety procedures; oversee compliance with these guidelines.
- Work closely with the Senior Finance Officer to maintain accurate administrative and financial records and enhance databases.
- Develop and improve existing standard operating procedures.
- Prepare periodical financial reports to comply with donor requirements and other ACCB needs.
- Assist with the purchase of animal food, supplies, and facilities development and maintenance materials.

- English - Good is required
- Bachelor's Degree in accounting, administration, human resource management or related field as a minimum
- Experience at a senior level in finance management for 5 years is required
- Proven equivalent work experience is an advantage.
- Experience working with government departments such as GDT is required.
- Experience using finance software such as QuickBooks, e-filing of GDT, etc. is required.
- Ability to produce high-quality briefs and reports in both Khmer and English.
- Advanced knowledge of MS Office (Excel and Word) and Google Workspace (Gmail, Drive, and Calendar) is required.
- A valid driving license is required for using ACCB’s pickup trucks.
- Good in English for both speaking and writing
- A keen interest in wildlife conservation is preferred.
- Strong interpersonal, verbal and written communication skills, as well as a proactive and positive work attitude.
- Effective coordination skills to work with the community, local authorities, and national partners.
- Capability to perform effectively in high-pressure situations by finding solutions and adjusting to changing circumstances.
- Ability to work independently and as part of a team.
