Position Summary

Project/Division: Water, Sanitation, and Hygiene (WASH) Department

Reports to: Finance Manager

Purpose

iDE has been active in Cambodia since 1994 with a focus on agriculture, climate and resilience, food security and nutrition, and water, sanitation, and hygiene (WASH). iDE Cambodia supports entrepreneurs and social enterprises, while facilitating the inclusive and resilient development of value chains and business models for affordable products and services in our target sectors. We have also introduced successful research and pilots on clean cookstoves and solid waste management, with a focus on plastic waste recycling and circularity. With a market driven approach, iDE Cambodia has reached about 1.2 million households, approximately 6 million people.

The Finance and Admin Officer supports this mission by leading provincial office management, logistics, financial administration, and human resource functions. This role ensures that all provincial operations comply with iDE policies, providing the vital infrastructure and administrative support necessary for the project team to successfully achieve its WASH Program.

Relationships

The Finance and Admin Officer is a key member of the project support team and reports directly to the Implementation Manager. This position works in close collaboration with other provincial team members—including the Provincial Sales Manager, Supply Chain Coordinator, and MERL Officer—to ensure seamless project operations. Furthermore, the Finance and Admin Officer coordinates extensively with iDE national teams in Finance and Human Resources to maintain strict alignment with organizational policies and procedures.

Duties & Responsibilities:
  • Financial Management
  • Review and process monthly staff cash advances, reimbursements, advance settlements, and direct payments, ensuring all supporting documents are complete, accurate, and aligned with approved budgets and work plans before submission to Phnom Penh.
  • Manage office supplies, stationery, and equipment, ensuring adequate stock levels and proper inventory control.
  • Obtain and compare quotations from vendors for project procurement needs, ensuring compliance with organizational procurement procedures and cost-effectiveness.
  • Develop and update provincial work plans and budget forecasts in coordination with project leadership.
  • Office Management and Logistics
  • Serve as the primary focal point for office reception and environment, ensuring a welcoming, professional, tidy, and well-maintained office space for visitors and staff.
  • Coordinate the printing and production of project materials, training toolkits, and workshop documents, ensuring high-quality output and timely delivery for provincial activities.
  • Coordinate logistical arrangements for project meetings, workshops, and field visits, including booking venues, arranging catering, and managing participant travel reimbursements as needed.
  • Oversee office maintenance and security, ensuring that utilities, internet, and office equipment are fully operational and a safe working environment is maintained.
  • Maintain the provincial asset register, ensuring all organizational equipment and assets are properly tagged, tracked, and physically verified periodically.
  • Human Resources and Administration
  • Collect and verify monthly staff timesheets, attendance logs, and leave requests, ensuring timely submission to the Finance department in Phnom Penh.
  • Support onboarding and offboarding processes for local provincial staff, ensuring they receive necessary office space, equipment, and iDE policy orientation.
  • Maintain secure filing systems for both physical and digital documents, including provincial administrative records, vendor contracts, and official correspondence.
  • Serve as the primary liaison between the provincial office and the Phnom Penh headquarters for all day-to-day administrative and operational inquiries.
  • Support the Implementation Manager in conducting performance reviews and 360-degree reviews.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Accounting, Finance, Business Administration, or a relevant field is required
Work History:
  • Work experience in administration, logistics, or finance for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience with G Suite is preferred.
  • Experience in work planning, report writing, and record-keeping.
  • Excellent spoken and written communication skills in both Khmer and English.
Soft Skills
