Finance and Admin Manager

Position Summary

Expectations - Duties, Responsibilities
  • Financial Management
  • Lead the finance and general administrative function in Finance unit
  • Develop/institutionalize strong internal control mechanism (financial and administrative systems) for the organization
  • To develop financial guideline and procedure for the Operation ASHA (Cambodia) and ensure staff appraisal are done on timely basis
  • Ensure Op-ASHA’s expenditure is incurred within cost norms (as per donor agreement and standing financial guidelines), booked in QuickBooks to the right account and budget codes, with due prior approvals, in compliance with Global Fund, USAID and other donor regulations. Transactions should be back-up with adequate documentation. The post holder should also ensure proper allocation of shared cost across projects.
  • Provide direct supervision, on-the-job training and guidance to members of finance team for day-to-day, monthly, quarterly and annual accounting and financial processes.
  • Responsible for internal and external audits. The post holder leads the process determining the scope of work, tendering and working with auditors, until a final report is released.
  • Responsible for tax filing and documentation for Operation ASHA (Cambodia)
  • Cash and Banking
  • Ensure both petty cash account and bank accounts are used in compliance with the standing financial instructions; there is cash liquidity and prudent balances at the end of each accounting period. Make sure there is full bank reconciliation for each of the accounts.
  • Monitor and ensure the banking transactions are transparency and correct comparing to cash book.

  • Budgets
  • Lead the process of developing realistic annual budget and making sure it includes enough incomes to cover all planned expenditures
  • To ensure the organization meets all its commitments to the donors and be the contact person for the donors in finance related matters
  • Prepare budgets for all projects in both donors’ format and Op-ASHA’s standard format. This includes working with the Country Director and Program Director and the program team at all stages from proposal to grant award and implementation.
  • Monitor the implementation of budgets, making analysis on variances, and proposing revisions as necessary, including the preparation of quarterly budget vs expenditure reports to the Country Director, Program Director and donors.
  • Reporting
  • Work with Program Coordinator on month-end closing process and review monthly financial reports including cash request and cash forecasts to submit to Op-ASHA’s Headquarters. Ensure all reports are accurate and in compliance with Op-ASHA’s requirements, policies and procedures.
  • Support Finance Assistant to prepare financial reports to donors. Review the reports to ensure it matches with field expenses before sending it to the management team.
  • Administration
  • Lead the administrative unit
  • Supervise the quotation, acquisition and procurement of supplies for the country program. Ensure proper approvals and documentation for procurement process.
  • Supervise vendor contract
  • Facilitate the management and accounting of all organization’s assets and office supplies
  • Others
  • Any other task assigned by the management
Requirements - Skills, Qualifications, Experience
  • Experience working in the above field with the national, INGOs, and the Global Fund grant management, is a plus
  • Master degree in Finance, Accounting and Budgeting is preferred
  • Bachelor degree in Finance and Accounting
  • At least 7 work experiences in the above field
  • Interpersonal and effective communication’
  • Proficiency of command in English, incl. speaking, writing, reading and listening skills
  • High command of advance excels, excel and QuickBooks program and software is a must
 
 

M&E Assistant

Position Summary

The following job description is indicative of the main responsibilities. The selected candidate will learn more about his/her range of duties on the field.

Expectations - Duties, Responsibilities
  • Coordinate with the field team to check and send daily and weekly to Program Director and Program Coordinator
  • Review daily report against TB list and weekly missed dosed report
  • Track and monitor patients’ treatment adherence and outcomes in the program
  • Track and audit delivery of services by the field team
  • Coordinate with the field to troubleshoot all M&E related issues and to request for support from the Program Director and Program Coordinator when required
  • Support Program Director and Program Coordinator in training of field team on M&E reporting requirements.
  • Occasionally accompany and support Program Director and Program Coordinator in field monitoring visit once required.
  • To be representative of M&E Team in some required meeting, both internal and external.
  • Other tasks as assigned by Country Director and Program Director
  • Fulfill the assigned tasked, as required.
Requirements - Skills, Qualifications, Experience
  •   Bachelor degree in development and technology
  • 3 year-experiences in health and the community development field
  •  Experience in data verification is preferred
  •  High command of advance excels, excel and spreadsheets
  • Proficiency of English, both speaking, listening, writing and reading
  • Can work under pressure to meet the deadline is a must
