The Mekong River Commission (MRC) is the only inter-governmental agency that works directly with the governments of Cambodia, Lao PDR, Thailand, and Vietnam on joint management of shared water resources and sustainable development of the Mekong River.

As a regional facilitating and advisory body governed by water and environment ministers of the four countries, the MRC aims to ensure that the Mekong water is managed and developed in the most efficient and sustainable manner—that mutually benefits all Member Countries and minimises harmful effects on people and the environment in the Lower Mekong River Basin.

As the MRC Secretariat works extensively with a diverse range of documents, including reports, briefs, and handbooks, the Secretariat in Vientiane, Lao PDR, is seeking a qualified candidate for the position of below:

Position Summary

Division/Office: Administration Division

Salary Level: M-11, Step 1

Contract Type/ Duration: Fixed-term Appointment/One-year contract with annual renewal for a maximum of six years

Job Summary: Under the direct supervision of the Administration Division Director and under the technical guidance of the Chief Finance Officer, the Finance Analyst is responsible for the budget management, financial planning and internal control matters of the MRC. The incumbent ensures that the budget, financial and internal control procedures, policies and practices are compliant at the MRC. The incumbent also assists maintaining and developing the FMIS accountancy software, both for optimal technical performance and for production of adequate output.

Expected Profile of Candidates
Languages:
  • English - Good is required
Qualifications:
  • Bachelor's Degree in Finance, Accounting, Auditing, Statistics and/or Business Administration, or equivalent combination of education, training and experience. Master degree desirable.
Work History:
  • Accounting, auditing or financial work for 7 years
Skills & Knowledge:
General & Technical Skills
  • University degree (Bachelor or higher) in Finance, Accounting, Auditing, Statistics and/or Business Administration, or equivalent combination of education, training and experience. Master degree desirable.
  • Seven years progressive experience in accounting, auditing or financial work, including computerised financial accounting systems
  • Experience in multi-projects financial management
  • TOEIC certificate with 600 points and over is required. An equivalent internationally recognized certificate or a university degree from an internationally recognized academic institution whose instruction is in English may also be considered.
