The Angkor Centre for Conservation of Biodiversity (ACCB) is a species conservation organization of Allwetterzoo Münster, Germany, and has been established in 2003 in collaboration with the Zoological Society for the Conservation of Species and Populations (ZGAP). It is one of the first nature conservation centres in Cambodia and is located within Phnom Kulen National Park, not far from Siem Reap and the UNESCO World Heritage Site of Angkor. The ACCB currently houses approximately 1000 individuals belonging to about 33 species of reptiles, birds and mammals native to Cambodia. Roughly 97% of the individuals at the ACCB belong to a species classified as threatened by IUCN.

The primary goals of the ACCB are:

  • To provide facilities and technical expertise for the conservation breeding of selected threatened species, and to initiate and carry out appropriate reintroduction programs.
  • To promote the rescue of selected native Cambodian wildlife and to provide adequate rehabilitation and release facilities while ensuring the maintenance of internationally recognized standards.
  • To serve as an education and training center for communities, wildlife officials and visitors to the center in order to increase awareness of and build capacity for conservation and environmental protection and management, and to promote the sustainable use of natural resources.
  • To initiate and participate in wildlife conservation and research activities in Cambodia, including in situ conservation activities, species recovery efforts, biodiversity inventories and natural resource-use assessment, and to provide information to support management recommendations for protected areas.

Position Summary

ACCB is seeking a dynamic Finance & Administration Manager to contribute to the effective and efficient operations of our conservation centre. The successful candidate will provide high-level support and collaboration with the Country Director, as well as contribute at the Management level and support the overarching conservation efforts of ACCB. This role encompasses various operations areas, including General Finance, Payroll, Administration, Human Resources, government liaison, translation, and oversight of Purchasing. Flexibility is essential, as the Finance & Administration Manager will be expected to be on call for emergencies. About the Role

The successful candidate will work closely with the Country Director and the Senior Finance & Administration Officer. S/he will participate in the long-term planning for ACCB concerning compliance with existing laws, financial accounting and reporting, general policies, human resources, capacity building, and organizational development.

Duties & Responsibilities:
  • Main duties and responsibilities of the Finance & Administration Manager are:
  • Carry out all aspects of administrative work.
  • Prepare budget plans in close collaboration with the senior management team and Country Director.
  • Oversee ACCB's annual budget by preparing budget requests and effectively overseeing the allocated resources for administrative operations. Additionally, monitor the budgets for ACCB grants to ensure compliance and fiscal responsibility.
  • Attend meetings or workshops on behalf of ACCB when required.
  • Assist the Country Director and other senior team members in meetings as needed.
  • Translate documents and reports from English to Khmer and vice versa as needed.
  • Develop, recommend, and implement protocols, standards, and guidelines related to administrative tasks, and collaborate with the Country Director to improve existing accounting processes.
  • Assist in coordinating and conducting animal rescues and releases.
  • Ensure training and development of staff expertise in relevant administration and accounting topics.
  • Assist in developing and implementing safety guidelines and regularly train colleagues in all safety procedures; oversee compliance with these guidelines.
  • Maintain accurate administrative and financial records and enhance databases. Develop and improve existing standard operating procedures

  • Assist with the purchase of animal food, supplies and enclosure-maintenance materials.

Expected Profile of Candidates
Languages:
  • Khmer
  • English
Qualifications:
  • Bachelor's Degree in accounting or related field and experience at a senior level in a finance position is required
  • Bachelor's Degree in administration or related field, or proven equivalent work experience is preferred
  • Bachelor's Degree in human resource management or related field, or proven equivalent work experience is preferred
Skills & Knowledge:
General & Technical Skills
  • Experience in collaborating with government departments is required
  • ​ Ability to produce high-quality briefs and reports in both Khmer and English
  • Advanced knowledge of MS Office (Excel and Word) is required
  • Previous experience with Quick Books is desirable
Soft Skills
  • A keen interest in conservation is beneficial
  • Strong interpersonal, verbal and written communication skills, as well as a proactive and positive work attitude
  • Effective coordination skills to work with the community, local authorities, and national partners
  • Capability to perform effectively in high-pressure situations by finding solutions and adjusting to changing circumstances
  • ​ Able to work independently and as part of a team
  • A valid driving license for cars is required
