Finance Accountant

Position Summary

Position Based: Phnom Penh Office

Working hours: Monday – Friday, 8:00 am – 12:00 pm, 1:00 pm -5:00 pm

Duration: 1 year

Job purpose

The Financial Accountant is a member of Finance and Administration team and is responsible for managing all aspects of finance and grants administrated by Malaria Consortium Cambodia. The Financial Accountant reports directly to the Country Finance Manager.

Scope of work

The Financial Accountant works under the management of Country Finance Manager. He/she is responsible for Financial Accounting, reporting, budgeting, preparing financial statements, maintaining bank/cash controls, preparing the payroll and maintaining accounts receivable/payable and tax compliance.

The Financial Accountant manage and provide support to Field staff, Programme staff, Coordinate the field offices’ monthly cash request with the Budget Holder and other relevant staff.

Key working relationships

The Financial Accountant will work internally with the Country Finance Manager and various department within the organization, Government and NGO Counterpart to ensure all areas are controlled and comply with the manual of the organization, donors and the Royal Government of Cambodia.

Expectations - Duties, Responsibilities
  • Financial Accounting (50%)
  • Prepare Invoice Authorisation Form and ensure the completeness of all supported document in accordance with MC relevant standard policies and procedures
  • Maintain all related financial documents fillings
  • Prepare all payments of supplier invoices, staff advances, staff expenses and other payments for payment approval in accordance with MC relevant standard policies and procedures
  • Review advances for field activity and staff travel, ensuring proper process for disbursement of funds, correct documentation and the settlement of advances in a timely manner and in line with budget
  • Prepare the country staff recharge, office recharge, vehicle recharge report and post into PSF (the Malara Consortium finance system).
  • Handle on project financial operation and office financial operation
  • Support on MC financial auditing
  • Financial Reporting (20%)
  • Review the field office monthly financial report in line with Malaria Consortium
  • Prepare the country monthly financial report in line with Malaria Consortium, monthly reporting checklist and timetable with all sub ledger reconciliation accurately and on a timely basis
  • Maintain the country fixed asset register and conduct the fixed asset monthly spot check with administrative officer
  • Assist Country Finance Manager for preparing internal monthly financial report, project budget and budget proposal.
  • Payroll (5%)
  • Prepare the monthly payroll, ensuring direct transfer to staff salary accounts and remitting the payroll deductions to the correct government authorities and all payroll slips are signed by all staff
  • Monitoring and supporting Field Offices (15%)
  • Make regular visits to the field offices, project sites and partners to ensure quality in all aspects of finance management
  • Routine do field financial sport check
  • Manage and provide support to Field staff, Programme staff and Finance interns
  • Coordinate the field offices’ monthly cash request with the Budget Holder, Programme Manager and other relevant staff
  • Coordinate and support to field offices
  • Human Resources (10%)
  • Coordinate with Field Officers who deal with cash advance, conduct project activities, budget coding and the GL (General Ledger) respectively.

  • Coordinate and join meeting with partner and donor agency on behalf of Country Finance Manager during the absence of Country Finance Manager.
  • Assist Country Finance Manager as requested for the country finance matters
Requirements - Skills, Qualifications, Experience
  • Essential
  • Bachelor degree in accounting or related fields
  • Working knowledge of GAAP (General Accepted Accounting Principles) as well as fund and project accounting experience
  • Experience with developing budgets and projections for projects
  • Experience with internal audit/field monitoring preferred
  • Ability to train all levels of staff on financial policies and protocols
  • Proficiency in word processing, spreadsheets and database skills at an intermediate to advanced level
  • Four years of progressive experience in finance, accounting, business management or related field (international non-profit environment preferred)
  • Demonstrated competence with Microsoft Office and accounting software experience preferred
  • Have knowledge with donor regulation such as USAID, Global Fund, and DFID
  • Have strong initiative
  • Have at least medium skill in using some designing program such as: photo-shop, publisher, illustrator, and adobe in design program
