Report to: Senior Associate, PHC Integration and NCDs
Purpose
The purpose of this consultancy is to support CHAI in gathering high-quality programmatic and service delivery data from health facilities and communities participating in integrated eye and NCD screening program in targeted provinces through structured interviews and focus group discussions, contributing to implementation learning, service delivery improvement, program monitoring and reporting requirements.
Specific Objectives
- Support the generation of reliable quantitative and qualitative evidence on the reach, implementation, and beneficiary experience of integrated eye and NCD screening services in targeted provinces.
- Assess beneficiary perspectives on access, utilization, acceptability, and experience of integrated eye and NCD screening and related services.
- Capture perspectives and implementation experiences of health centre and Operational District staff to identify operational strengths, challenges, and opportunities for improvement.
- Ensure timely, complete, and high-quality field data are available to support CHAI and NPEH's program monitoring, learning, and reporting requirements.
Timeframe and working days
Each enumerator will be engaged for an estimated 40 working days during Sep and October 2026.
Duties & Responsibilities:
- Pre-Field Preparation
- Attend the enumerator training and briefing session organized by CHAI (1 day).
- Review and familiarize with all data collection tools, implementation research protocols, assigned operational districts and data collection schedule.
- Participate in practical training on informed consent, confidentiality, interview techniques, FGD facilitation, data quality, and use of KoboToolbox.
- Field Data Collection
- Visit assigned communities under selected health centres in Kampot or Svay Rieng province on scheduled field days.
- Administer structured interviews with selected program beneficiaries aged 40 years and above using the standardized survey tool, capturing data on screening experience, receipt and use of reading glasses, perceived vision improvement, service accessibility, and satisfaction. Conduct 6 focus group discussions (FGD), along with CHAI staff including 4 FGDs for beneficiaries and 2 FGDs for health workers, with 8-10 beneficiaries in each FGD. Prepare complete Khmer-language transcripts of all FGDs and translate the finalized transcripts into English, maintaining accuracy and meaning of participant responses.
- Accurately complete all paper or digital forms on the day of the visit.
- Data Submission
- Review all completed records for completeness and accuracy before submission and promptly address any queries or corrections identified by the CHAI team. Submit all completed forms (digital/ others) to the CHAI at the end of each field day.
- Report any data inconsistencies or challenges to the CHAI team for early course correction.
- Submit interview data through Kobo Toolbox or other CHAI-approved platforms in accordance with agreed data management procedures.
- Research Ethics and Confidentiality
- Obtain informed consent from all participants before interviews or FGDs, including specific consent for audio recording, in accordance with the approved research protocol.
- Maintain participant privacy and confidentiality and follow CHAI/NPEH-approved research, safeguarding, and data protection procedures throughout data collection and management.
- Submit all data, recordings, and transcripts through approved platforms and promptly report any protocol, confidentiality, or participant-related concerns to the CHAI supervisor.
Expected Profile of Candidates
Languages:
- Khmer - Fluent is required
- English - Good is required
Qualifications:
- Bachelor's Degree in social work, management, or a related field
Skills & Knowledge:
General & Technical Skills
- Prior experience as a field enumerator, community health worker, or data collector in a health or development program is required.
- Experience administering structured questionnaires or conducting community-level interviews and Focus Group Discussions
- Familiarity with health center operations or community-based health service delivery in Cambodia is an advantage.
- Experience transcribing Khmer qualitative interviews/FGDs and translating qualitative data from Khmer into English is highly desirable.
- Ability to accurately complete paper-based and simple digital data collection forms.
- Basic numeracy and literacy skills; ability to record and tally field data clearly.
- Willingness to travel to the health centre and communities in Kampot and Svay Rieng province.
- Fluency in spoken and written Khmer is required. Working proficiency in written English is required for translation of FGD transcripts and communication with the CHAI team.
