Purpose of the assignment
The Field Coordinator Consultant will support the effective coordination, implementation, and monitoring of project activities at the field level. Working closely with project partners, local stakeholders, and the project management team, the consultant will ensure that interventions are delivered according to the approved work plan, agreed results chains, and quality standards. The consultant will also facilitate partners coordination, monitor implementation progress, maintain project documentation, filling and contribute to learning and reporting to achieve the project's intended outputs and outcomes.
Target
This assignment will work in the project target area where are in Bavel, KoahKralor, and Rukkhakiri district, Battambang province.
The Field Coordinator Consultant Responsibilities:
The Service Provider, working under the direction of the Provincial Manager (PM) in Battambang of the Nurture Project and in close collaboration with other team members, will be responsible for:
- Workplan monitoring, budget management, reporting from PDWRAM and FWUCs’s capacity strengthening (in Bavel and Rukkhakiri district):
- Work closely with project Admin and Finance Assistant (AFA) in Battambang to monitor activities and budget of PDWRAM, then communicate and check annual 2026 report from PDWRAM before submitting to PM.
- Work and consult with PDWRAM to strengthen FWUC committee in Puttrea, Prey Khpos and Praek chik on water distribution & awareness to members, member registering by block based on water availability then update member list, resource mobilization for operation and maintenance the irrigation system.
- Take 20% of total responsibility to monitor and support partners and FWUCs to strengthen the quality the progress of PDWRAM’s and FWUCs’ activities and provide OneNote back after the monitoring.
- Deliver one case story of FWUC good practice to the project.
- Other support requests by partners and project based on available time.
- Coordinate and work with EGE company (in Bavel district):
- Work with EGE team to completely agree evidence files and Measurement and Calculation tracking in the agreed result chain both in Peam and Kampong Chhnang 2 systems.
- Monitor progress of both system operations and provide coordination and technical support to EGE team in terms of facilitation and effective water distribution to registered farmers.
- Take 20% of total responsibility to monitor and support partners on the quality of progress of EGE’s activities and provide OneNote back after the monitoring.
- Support EGE team to conduct IM-workshop in Kampong Chhnang 2 and follow up action plan of Peam and Kampong Chhnang 2 water solar pumping systems to be implemented.
- Other support requests by partners and project based on available time.
- Coordinate and work with SK (in 10 communes of Bavel, Koahkralor and Rukkhakiri district):
- Work with SK team to completely agree evidence files and Measurement and Calculation tracking in the agreed result chain.
- Take 20% of total responsible to monitor and support partners on the quality of the progress of SK’s activities and provide OneNote back after the monitoring.
- Other support requests by partners and project based on available time.
- To deliver project intervention’s activities with quality and outcome expected based on each intervention guide (in all target districts):
- Cooperate with PDAFF to coordinate and conduct at least two MSP events and follow up actions of vegetable sub-sector based on guidance and agreed plan.
- Monitor the output and result during and after the agreed procedure then collect outcome to report in OneNote submit to PM.
- Provide one good practice case story.
- Support Nurture BAT team to implement new initiate intervention.
- To manage project output, outcome documentary, filling based on MRM guidance and requirement (in all target districts):
- Collect evidence files from responsible partners and activities to file in SharePoint and enter data in the guidance indicator or responsible intervention into PowerApp every month and quarterly.
- Update summary participants list in excel sheet of the interventions as guided by MRM and PM.
- Photos taking and filing in the OneDrive where’s shared by PM and AFA.
- Other required by MRM work and the project.
- Other services (in all target districts):
- Due to there’re many interventions in BAT provinces and end of the project time, the Field Coordinator Consultant will support the team and PM when required based on availability and flexibility of the project and acceptable time of the consultant.
- Maintain communication with BUAC of their business achievement in 2026 as the result from Acceleration program with IHHP-KE-Nurture.
- Bachelor's Degree in Agriculture, rural community development, social economic development, or engineering of water management, irrigation as a minimum
- Experience in one or preferably several of the following fields: food security, irrigation, agriculture, community development, and/or agri-business for 3 years as a minimum
- Project cycle management, including assessment, planning, implementation, monitoring and evaluation, as well as writing a case study/story of changes and reports for 3 years as a minimum
- Experience: Demonstrated work experience with NGOs, government agencies, or private companies in Cambodia.
- Experience in facilitation, coordination, and guidance of local partner organizations and other stakeholders i.e. market actors, farmer groups, Agriculture Cooperative (AC), and Farmer Water User’s Committee (FWUC), or Association
- Reporting is required to be a result-oriented report.
