Background

Epic Arts is an international organization based in Cambodia, registered as a charity in the UK. We believe in building an inclusive society where every person, including those with disabilities in Cambodia and beyond, is not only counted but also celebrated for their uniqueness.

We promote this through our inclusive education, community outreach, and social enterprise programs. We use performance and creative arts as a form of expression and empowerment to bring people with and without disabilities together.

Safeguarding and Protection from SEA

Epic Arts has a zero-tolerance policy on sexual exploitation and abuse (SEA). All staff must treat children, vulnerable people, and colleagues with respect and dignity at all times and comply with the Children and People with Disabilities Protection (CPDP) Policy and the Protection from Sexual Exploitation and Abuse (PSEA) Policy. Breaches may result in disciplinary action.

Purpose of the Evaluation

The overall purpose of the evaluation is to:

  • Assess the extent to which the project achieved its intended outcomes and objectives.
  • Measure the impact of project activities on target groups and stakeholders.
  • Identify lessons learned, best practices, and areas for improvement.
  • Provide evidence-based recommendations to inform future program design and donor engagement.

Objectives of the Evaluation

  • Assess relevance:
  • Assess whether the project addressed the real needs and priorities of children, youth, and families with disabilities in Cambodia.
  • Examine the alignment of the intervention with national education and disability strategies, as well as community priorities.
  • Assess effectiveness:
  • Evaluate the extent to which the project achieved its stated outcomes and outputs (e.g., improved access to education, increased awareness of disability, strengthened vocational and employment opportunities).
  • Identify key factors that enhanced or limited achievement of results.
  • Assess efficiency:
  • Assess how well financial, human, and material resources were used to deliver results.
  • Consider timeliness of implementation and whether outputs were achieved at reasonable cost.
  • Assess impact:
  • Examine the broader and longer-term effects of the project on children and young people with disabilities, their families, communities, and institutions.
  • Identify both intended and unintended positive or negative changes.
  • Assess sustainability:
  • Assess the likelihood that the project’s benefits will continue after external support ends.
  • Consider institutional ownership, capacity building, community participation, and integration of disability-inclusive practices in local systems.

Scope of Work

The evaluation will cover:

  • Geographic scope: Kampot Province, Krong Kampot & Teuk Chhou District (Main Work Locations)
  • Timeframe: The full project implementation period, Jan 1, 2022 – December 31, 2025
  • Target groups: Beneficiaries, partner organizations, community members, local authorities, staff, and other stakeholders engaged in the project.

Bidder Eligibility

  • Required Qualifications of Consultant(s)
  • Proven expertise in project evaluation, preferably in the arts, social inclusion, or disability sector.
  • Strong knowledge of participatory and inclusive evaluation methods.
  • Demonstrated experience working with NGOs and international donors.
  • Excellent analytical, writing, and communication skills.
  • Cultural sensitivity and commitment to inclusion.

Submission Requirements

Management & Coordination

  • The consultant will report directly to Ngeth Kakada (Ms), Epic Arts Program Director, email.
  • Epic Arts will provide necessary project documentation, facilitate introductions to stakeholders, and support logistics where possible.
  • The consultant is expected to work independently while ensuring ongoing communication with Epic Arts.

Budget & Payment

The budget for this evaluation is $3,300, including tax. Payment will be structured as follows:

  • 30% upon submission and approval of the Inception Report.
  • 40% upon submission of the Draft Report.
  • 30% upon approval of the Final Report.

There’s a budget to cover the traveling expense to Kampot for Focus Group Discussions (FGDs) with beneficiaries and community stakeholders.

  • A financial proposal with a detailed budget.
