EVALUATION PURPOSE AND SCOPE
Purpose
This evaluation will: (1) assess progress toward project outcomes; (2) generate lessons learned; (3) provide evidence on the impact of the project in terms of OECD DAC criteria and towards the funders; and (4) support CENTRAL's continuous improvement and program development.

METHODOLOGY
Methodological proposals should consider all or some of the following:
- Desk review: Project proposal, reports, financial documents, case files
- Quantitative analysis: Objective and Indicator progress, financial data, beneficiary demographics
- Key informant interviews: CENTRAL staff, union leaders, government officials, NGO partners, including donors, selective development partners (DPs)
- Focus Group Discussions: With beneficiaries (disaggregated by gender and sector)
- Case studies: 5-8 detailed examples of significant interventions
- Fieldwork: Site visits in Cambodia and Thailand (if permitted)
- Beneficiary surveys: To measure changes in awareness and circumstances
- Financial verification: Fund management and cost analysis
- Validation workshops: Preliminary findings reviewed with stakeholders
In addition, all evaluation activities must: (1) Do no harm to participants and organizations; (2) Maintain strict confidentiality; (3) Obtain informed consent; (4) Secure data properly; (5) Apply child safeguarding protocols; (6) Be gender-sensitive and trauma-informed.
Eligibility
- Required Qualifications
- Master’s degree in Development, Labor Studies, Human Rights, or equivalent
- Adequate, documented evaluation experience; provide evidence for relevant experience in labor rights sector desired
- Knowledge of OECD-DAC evaluation frameworks
- Prior evaluation experience in Southeast Asia (particularly Cambodia)
- Knowledge of labor issues, trade unions, and labor law in Cambodia/Thailand
- Experience in complex, politically constrained environments
- English fluency; Khmer language highly preferred
- Strong qualitative research skills
- Experience with results measurement and impact evaluation
- Commitment to gender equality and inclusive approaches
- Understanding of confidentiality and ethical requirements
- Excellent writing and communication skills
