Purpose of the Evaluation
The purpose of the external evaluation is to:
- Verify the achievement of project objectives, outcomes, and outputs
- Assess capacity development, behaviour change, and community ownership
- Determine the sustainability and readiness of Community Learning Centres for transfer to local authorities
- Provide clear, practical, and actionable recommendations for future interventions
Scope of the Evaluation
The evaluation will cover:
- All three project outcomes
- All seven Community Learning Centres, with field visits to three to four centres
- Key stakeholders, including:
- Children and youth
- Volunteer teachers and Community Learning Centre management committees
- Community-Based Organizations selected to support the Community Learning Centres
- Commune, district, and provincial authorities
- Project staff from Non-Timber Forest Products and DVV International
- The full implementation period (Year 1 to Year 2)
Key Evaluation Questions
The evaluation will apply the Organisation for Economic Co-operation and Development – Development Assistance Committee (OECD-DAC) criteria and focus on:
- Relevance: Did the project address priority learning and development needs of children, youth, and communities?
- Effectiveness: To what extent were planned results achieved, and how did capacity building translate into improved Community Learning Centre management and learning outcomes?
- Efficiency: Were financial, human, and material resources used cost-effectively?
- Impact: What measurable changes occurred for children, youth, teachers, Community Learning Centres, and communities?
- Sustainability: Are the Community Learning Centres likely to continue functioning independently after project completion, including integration into Commune Investment Plans (CIPs)?
Timeline
- Total level of effort: 20–25 working days
- Total duration: 6–8 weeks
Budget
The total budget for the external evaluation maximum USD 3,000, inclusive of professional fees, travel, accommodation, per diem, and reporting costs. The evaluator is expected to propose a cost-efficient approach.
Eligibility
- The evaluator must have:
- At least three years of experience in external project evaluations
- Proven expertise in education, community learning, or community-based development
- Strong analytical and report-writing skills
- Experience working with government authorities and community-based structures
- Experience in Cambodia or similar contexts is an advantage
