This final evaluation aims to independently assess the performance of HALO’s Humanitarian Mine Action in Cambodia project under the SDC grant, with particular focus on the extent to which the project achieved its expected objectives, used available resources efficiently, and contributed to lasting, positive change. It should offer insights and analysis on the project’s processes, challenges, and areas for improvement, as well as presenting specific, practical, and actionable recommendations. Findings will inform future SDC funding support for mine action and HALO’s programming.
Timeline
The evaluation will follow a structured timeline, with the evaluator responsible for planning and managing all related activities. While the evaluator has flexibility in scheduling, the following key deadlines for deliverables must be observed:
- Provisional Start Date: Mid-October 2025
- Inception Report Due: 10 days after evaluation start date
- Field visit: November 2025
- Draft Final Report Due: 16th January 2026
- Final Report Due: 30th January 2026
- Presentation to Stakeholders: 30th January 2026
Methodology
The evaluation should be based on a mixed-methods approach, including a review of project materials and previous evaluations, interviews with key stakeholders, focus group sessions with project teams, consultations with beneficiaries, field visits, and observations. The selected consultancy will be responsible for further refining and detailing the methodology, and for proposing specific tools and approaches tailored to the evaluation objectives.
Budget
The total budget available for this evaluation is USD 20,000. All costs associated with the evaluation from planning to submission must be covered within the budget.

Bidder Eligibility
- The evaluation consultant or team should meet the following requirements:
- Essential:
- Relevant certification or accreditation
- Proven experience conducting mid- or end-term evaluations, preferably in mine action or humanitarian contexts
- Strong research, data collection and analysis skills
- Strong report writing and presentation skills, including experience delivering findings to diverse stakeholders
- Fluency in English
- Willingness to travel and work in remote field environments
- Desirable:
- Familiarity with SDC evaluation tools
- Experience working in the mine action sector or post-conflict/humanitarian/development contexts
- Knowledge of Cambodia’s conflict and development context
- Khmer language skills
