Purpose of the Consultancy
The purpose of this consultancy is to support SOS Children’s Villages Cambodia in establishing a practical and comprehensive procurement framework that strengthens transparency, accountability, efficiency, value for money, segregation of duties, and internal control throughout the procurement cycle.
The consultant will review existing practices, consult relevant staff and management, identify gaps and risks, and develop a Procurement Policy and supporting tools that are appropriate to the Organisation’s size, structure, operational context, and project activities requirements.
Specific Objectives
The consultancy will seek to:
- Assessment of the Organisation’s existing procurement practices, segregation of duties, processes, controls, documentation, templates, and supporting tools.
- Conduct site visits to the National Office and at least three of the seven provincial offices to assess current procurement practices, segregation of duties, processes, controls, and key operational challenges.
- Identify gaps, weaknesses, risks, and areas for improvement in the current procurement system. Develop a comprehensive Procurement Policy in both English and Khmer appropriate for organisation.
- Establish clear procurement procedures covering the full procurement cycle, from planning and requisition through supplier selection, contracting, receipt, payment, procurement check list, and record keeping…etc.
- Define appropriate procurement thresholds, approval authorities, procurement methods, and segregation of duties.
- Develop standard procurement templates and forms to support the consistent implementation of the policy, with all templates and forms provided in both Khmer and English
- Ensure that the proposed system incorporates principles of transparency, competition, fairness, non-discrimination, confidentiality, integrity, conflict-of-interest management, and value for money.
- Strengthen internal controls and risk management within procurement processes.
Eligibility
- A qualified Consultancy firm with at least five (5) years of relevant professional experience;
- Previous experience developing procurement systems for local NGOs or community- based organisations;
- Experience working with NGOs or donor-funded projects;
- Knowledge of donor procurement requirements;
- Experience delivering training or organisational capacity development;
- Familiarity with practical risk-based procurement approaches.
- A strong understanding of applicable local laws and regulatory requirements;
