Introduction:

SBB Australia is seeking an external consultant to conduct a midterm evaluation of the SBB Cambodia Transform Education Program which operates in 20 schools in the Districts of Kralanh and Srei Snam in Siem Reap Province.

When Will the Evaluation Take Place?

The evaluation is expected to begin in August 2025 with a duration of approximately 21 working days. An adequate window of time is essential to allow for required Cambodian stakeholder interviews and data gathering before the Cambodian school year ends on 29 August.

Organisational Context

SBB Australia was established in 2009 and is accredited by the Australian Department of Foreign Affairs and Trade (DFAT) through the Australian NGO Cooperation Program (ANCP).

On 1 January 2025, SBB Cambodia transitioned from being the implementing arm of SBB Australia to become a Cambodian-registered local NGO. SBB Australia now provides funding to SBB Cambodia, as its implementing partner, to deliver programs in Cambodia.

SBB Cambodia has 36 staff and implements its programs in three provinces in northern Cambodia.

Program Background

SBB Cambodia targets the most disadvantaged districts in the most disadvantaged provinces in northern Cambodia, where the need is greatest and there are real opportunities to generate significant change. Through the holistic approach of its signature program, the Transform Education Program (TEP), SBB Cambodia nurtures Communities of Practice which support shared learning among educators and engage the wider community in the life-long benefits of quality early primary education.

Locally-led District Teacher Development Centres are established and resourced as sustainable hubs for collaborative learning, professional development and community engagement. They provide a much-valued forum for building the expertise of school leaders, strengthening teachers’ professional identity and improving the skills and capacities of teachers, all of which contribute to sustained quality teaching and learning.

Position Summary

Purpose of the Midterm Evaluation

This evaluation is required to provide rigorous data, analysis and learning related to the design, implementation and results of the TEP in Siem Reap. The evaluation is expected to:

  • Determine midterm progress against expected program outcomes and impacts
  • Assess the relevance, effectiveness, impact, efficiency and equitability of the program
  • Outline the lessons learnt
  • Determine if outcomes are likely to be sustainable
  • Guide decisions around the ongoing implementation of TEP Siem Reap which continues until the end of 2026
  • Inform future program design for TEP elsewhere in Cambodia

Midterm Evaluation Methodology and Tools

The Consultant will be required to identify the consultation, data collection and analysis tools and approaches to be used to gather the information required to complete the consultancy. The Consultant will work with SBB in defining the scope of the midterm evaluation process.

The following approaches must be followed throughout the evaluation process:

Participatory: the process must capture the voice of representatives from all relevant Cambodian stakeholder groups and ensure that opportunities for genuine participation, feedback and review are provided.

Inclusive: the process must apply appropriate strategies to effectively identify and address the barriers that may prevent the participation of any marginalised people, in particular people with disability, women and girls, and others who experience vulnerability on the basis of their gender or gender identity, sexuality, indigeneity, race or ethnicity or any other factor.

Capacity Strengthening: The Consultant will involve relevant SBB Cambodia staff in appropriate elements of the consultancy to ensure the process is empowering for, and builds the capacity of, Cambodian staff to undertake future design, monitoring, evaluation and learning.

  • A minimum of a bachelor degree in Education

  • At least five years experience working in the Cambodian education sector
  • Demonstrated experience in conducting evaluations and assignments related to Cambodian education
  • Skills
  • High level of proficiency in spoken and written Khmer and English is essential High quality writing and reporting skills

How to Apply

Required Reading:

TEP Siem Reap is funded by ANCP. It is expected that applicants familiarise themselves with indicators related to Section B of the current ANCP guidelines (Development Approaches and Management).

Reporting

The consultant will report to the SBBA CEO International Operations based in Cambodia. There will be regular check in meetings with theSBB Cambodia Managing Director and the SBBA CEO International Operations.
