Plan International Cambodia was established in 2002 and is currently operating under its 4th Country Strategic Plan (FY22-FY27). Plan International Cambodia implements an integrated program in the provinces of Siem Reap, Stung Treng and Ratanak Kiri with the Country Office based in Phnom Penh. Additional projects are implemented in many provinces throughout Cambodia. The current Country Strategic was developed based on a child rights and girls rights horizon scanning, which assessed the root causes and gaps at household, community, district and national levels which result in girl’s rights being violated or unfulfilled. Based on this analysis, four strategic program owere developed, focused followings:

  1. Healthy Start (integrated Nutrition, ECCD and WASH);
  2. Protection Plus;
  3. Lifelong Learning (Education and TVET); and
  4. Girls Leadership

These programs have been designed to address key issues affecting children in Cambodia. Each sectoral program will integrate elements of other sectoral programs to enable them to be mutually reinforcing.

Summary of the Requirement

With funding support from GAVI, Plan International Cambodia has been implementing a project named, Strengthening Routine Immunization Outcomes among Zero-dose Children in Indigenous Communities in Cambodia (STRAIGHT) which covers 1 OD in Strung Treng (STG), 2 ODs in Ratanak Kiri (RTK) and 1 OD in Mondulkiri (MDK) province. This project was started on 1st August 2024 and will be ended by 31 January 2026.

The project end-line evaluation will assess the project’s impact, outcomes, and changes resulting from the project activities in relation to the target groups of the children age under 12-23 months, child mothers and caregiver and key stakeholders including national and local government. The specific objective are as follows:

  • To determine the end-line value of the project indicators in comparison to the baseline result and target.
  • To evaluate the relevance, effectiveness, efficiency, impact, sustainability, cross-cutting issue and coherence of the project including gender quality and inclusion
  • To document lessons learned and draw recommendations for the future potential project’s designed

The purpose of this evaluation is to assess the impact of project activities on target groups and communities, identifying both intended and unintended outcomes. It aims to generate evidence-based insights and actionable recommendations to guide future project implementation and inform potential new project designs.
