Kdei Karuna – meaning “compassionate action to heal” in Sanskrit – aims to contribute to sustainable peace efforts by addressing the scars of conflict inflicted over decades of instability and war. For more than 10 years, Kdei Karuna Organization (KdK) has established itself as a leading peacebuilding and reconciliation NGO in Cambodia. Through participatory and community-engaged approaches, KdK has implemented truth-telling, memorialization initiatives, dialogues between a number of groups, including former Khmer Rouge cadres, victims, ethnic minorities, and youth.

Our programs utilize creative and non-threatening ways to reflect upon difference, in addition to conflicts stemming from the country’s Khmer Rouge past. Methods include the production of mobile exhibitions to raise awareness of the differentiated histories, support of community-driven memorials for psychological healing and education, and facilitation of community dialogues. More recent program work also includes intergenerational dialogues between youth and Khmer Rouge survivors of gender-based violence.

To strengthen its governance, financial management, and human resource systems, to ensure all legal documents are up to date and compliance with local law, KDK is seeking a qualified a consultant (s)/a firm based in Cambodia to review and develop/update its:

  • Financial Policy (to enhance transparency, accountability, and financial controls)
  • Consolidate Staff / HR Policy Policies (to align with labour laws and improve staff management)

Summary

Objectives

The consultant (s)/ firm will:

  • Review the existing above-mentioned policies and assess gaps against Cambodian legal requirements and international best practices.
  • Develop an updated Financial Policy covering accounting system, financial management and internal control, budgeting & cash flow management, procurement & expenditure procedures, donor fund management, financial reporting, asset management, auditing preparation and tax compliance, ….
  • Develop an updated HR Policy covering HR planning, recruitment, contracts, benefits, performance management, capacity development, code of conduct, etc.
  • Ensure policies are practical, culturally appropriate, and align with the organization’s mission.

Scope of Work

The consultant (s)/firm will:

  • Conduct a desk review of existing documents and relevant Cambodian laws (NGO Law, Labor Law, Taxation, etc.).
  • Consult with key stakeholders (Governing Board, staff, partners) to gather input.
  • Draft revised Financial Policy, and Consolidate Staff /HR Policy in Khmer and English
  • Present drafts for feedback and incorporate revisions.
  • Finalize approved policies and provide a summarizing Final Report.

Deliverables

  • Inception Report (work plan, methodology, timeline).
  • Draft Policies (Financial Policy, and Consolidate Staff /HR Policy) for review.
  • Final Approved versions of two policies in editable and PDF formats both Khmer and English.
  • Final Report summarizing changes and recommendations.

Eligibility

  • Consultant Qualifications
  • A legal film or a labor law background individual with experience more than 5 years.
  • Have experience in registration of Non-Profit Organization with Labor Ministry
  • Advanced degree in Law, Finance, HR, or related field.
  • Proven experience developing governance/financial/HR policies for NGOs in Cambodia.
  • Strong knowledge of Cambodian legal frameworks (NGO Law, Labor Law, Law on Accounting and Auditing, CIFRS for NFPE, Tax regulation).
  • Excellent drafting skills in Khmer/English with professional translation
  • Strong facilitation and stakeholder engagement skills.

Submission Requirements

Reporting & Supervision

The consultant will work closely with Finance and administration team and collaborate with relevant staff and should report to Management Team and Executive Director.

Budget & Payment Terms

  • Total budget: the total budget is tax included.
  • Payment schedule:
  • 30% upon contract signing
  • 40% upon submission of draft policies
  • 30% upon final approval

  • Technical proposal (methodology, timeline, relevant experience).
  • Financial proposal (fee breakdown).

  • Sample of previous similar work (if available).
