The mandate of the Office of the Embassy of Canada is to promote Canada's interests in Cambodia, and to serve Canadian consular and business clients. This includes promoting exports from Canada; supporting Canadian foreign policy priorities such as respect for human rights, climate change action, and peace and security; Canadian development assistance to Cambodia; emergency planning in case of natural or man-made disaster; and services to Canadians in distress as well as front-line passport services.

Executive Assistant

Position Summary

The position is for the Head of Office

Schedule: short-term and full time from May 1 to November 1, 2023, with the possibility of extension

Salary range: $US1365/month. mix of contract and term employment

Expectations - Duties, Responsibilities
  • Manage the agenda for the Head of Office and Assisting in organizing visits, activities and meeting of the Embassy.
  • Manage liaison between the Office and the Cambodian government
  • Manage financial transactions for the office
  • Administrative support in the office and manage the maintenance of the office (liaison with outside contractors including: cleaners, IT professionals, drivers, security guards, banks, etc
  • Overseeing the production of reports and resourcing documents such as estimates, and working collaboratively with other secretaries/administrative assistants to ensure deadlines are maintained.
  • Assisting the Trade section with TRIO entries.
Requirements - Skills, Qualifications, Experience
  • Essential Qualifications
  • Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
  • Education:
  • Bachelor’s or equivalent degree from a recognized university, or equivalent experience o Language:
  • Fluency in Khmer (written and spoken). Fluency in English (written and spoken).
  • Experience:
  • A minimum of 2 years of recent* and direct experience in an professional office environment
  • Experience in managing financial transactions;
  • Experience in project or event or visit management; Experience as an assistant to a senior level executive
  • Rated Requirements
  • The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests.
  • Knowledge of:
  • Cambodian government policies and structure.
  • Cambodian society and politics, including key stakeholders and of relevant issues (social, political, economic, academic, security, gender equality, human rights); the financial aspects of programming (e.g. working with budgets, tracking
  • expenditures, and analyzing financial reports and budgets).
  • Abilities/Competencies:
  • Build and sustain a network of contacts.
  • Manage multiple priorities with tight deadlines.
  • Drafting the correspondence letter to the government. Sound judgement.
  • Results orientation, including attention to detail in tracking and evaluating results.
  • Use of technology tools and databases, including but not limited to: Microsoft Windows, Microsoft Outlook, Word, Excel, PowerPoint, and Client Relation Management software.
  • Asset Qualifications
  • Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
  • The ability to communicate effectively in French, both orally and in writing.
  • Working in a professional, cross-cultural environment (international organizations; NGOs, multinational companies, Embassies, think tanks or equivalent environment).
  • Work liaising with the Cambodian Ministry of Foreign Affairs and International Cooperation
  • Operational Requirements
  • Must be willing and able to travel domestic and/or international.
  • Must be able to work planned overtime and overtime on short notice on occasion. Must be available for occasional duties outside normal working hours (i.e.,
  • evenings and weekends).
  • Hours of work: 37.5 hours a week from 8am to 5pm, Monday to Thursday and from 8am to 13:30 Friday.
  • Annual leave may be restricted during busy periods due to operational requirements.
