EpiC Consultant MIS

- Lead the development and operationalization of interoperability between the Malaria Information System (MIS) and the Commune Database (CDB).
- Coordinate with CNM, the National Institute of Statistics (NIS), Ministry of Planning, and other stakeholders to facilitate data access and system integration activities.
- Review, standardize, and harmonize village and administrative codes between MIS and CDB to ensure data consistency and interoperability.
- Design, develop, and implement secure API-based data exchange mechanisms between MIS and CDB.
- Enable automated synchronization of village-level demographic information, including total population, forest-goer population, local migrants, and international migrants.
- Apply appropriate data security, confidentiality, authentication, and audit logging measures throughout system development and deployment.
- Conduct system testing, support User Acceptance Testing (UAT), and resolve technical issues identified during implementation.
- Prepare technical documentation, deployment guides, API specifications, and knowledge-transfer materials for CNM and relevant technical teams.
- Support malaria surveillance, prevention of re-establishment (POR), and evidence-based program management through improved access to accurate population data.
- Deliver all agreed outputs, including integration modules, reports, technical documentation, and handover packages within the project timeframe.

- Bachelor's Degree in Computer Science, Information Technology, Information Systems, Software Engineering, Data Science, or a related field.
- Software development, systems integration, and database management for 5 years as a minimum
- Previous experience working with health information systems, disease surveillance systems, DHIS2, HMIS, or similar public-health information platforms is highly desirable.
- Experience supporting government digital health initiatives and interoperability projects is an advantage.
- Demonstrated experience developing and implementing APIs and interoperability solutions between information systems.
- Experience with web-based applications, relational databases, and data synchronization mechanisms.
- Experience in data quality assessment, data cleaning, and master-data harmonization.
- Strong knowledge of API architecture, authentication mechanisms, encryption, and data security standards.
- Familiarity with data governance, confidentiality requirements, and secure system integration practices.
- Ability to prepare technical documentation, system architecture diagrams, user guides, and training materials.
- Experience working with government agencies, development partners, and technical stakeholders.
- Ability to facilitate technical consultations and coordinate with multiple institutions.
- Excellent written and verbal communication skills in English; knowledge of Khmer is an asset.
- Strong analytical and problem-solving skills.
