Environment and Climate Change Specialist
Reports to: Climate Lead
Period of Assignment: March 2024 to February 2025
Duration: 12 months
Contractual arrangement: “eligible for Cambodian residents/citizens only”
Position Summary
The Environmental and Climate Change Specialist (ECCS) will integrate climate change considerations and adhere to the 'do no harm' principle for environmental sustainability in all CAPRED portfolios. The ECCS will ensure an effective mainstreaming of CAPRED's Disaster Risk Reduction and Climate Change (DRRCC) and Environmental and Social Management System (ESMS) approaches.
Collaborating with technical and cross-cutting domain teams, the ECCS will identify risks, develop mitigation measures, monitor risks, as well as capture CAPRED's learnings and contribution to building climate resilience, disaster risk reduction, and environmental sustainability.
- The Environmental and Climate Change Specialist’s responsibilities will include:
- Leadership
- Manage the mainstreaming of DRRCC and ESMS approaches in CAPRED
- Contribute to the revision and refinement of climate change and environmental sustainability strategies and approaches.
- Technical
- Integrate climate change and environmental sustainability considerations into all program interventions and applicable activities including grants, procurement, and subcontracts
- Conduct climate change and environmental impact assessments, including relevant socioeconomic and technical analysis
- Conduct environmental due diligence of delivery partners and beneficiary organisations
- Manage, track, and document mitigation measures for identified DRRCC and environmental risks
- Collaborate with the Monitoring, Evaluation, Research, and Learning (MERL) team on data collection and analysis for generating and disseminating lessons learned.
- Manage/support the implementation of interventions with climate change and environment focus.
- Compliance
- Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.
- Commitment to championing environmental sustainability and climate action across the Facility.
- Stakeholder relationship
- Maintain constructive relationships within the CAPRED team and partners, adopting a collaborative approach to building consensus and conflict resolution.
- Tertiary degree in environmental science or related fields
- Significant experience in environmental assessment, impact analysis, monitoring, and compliance.
- Strong knowledge of climate change and environmental issues in Cambodia, preferably in agriculture, biodiversity, and water (hydrology).
- Demonstrated GIS skills and familiarity with climate/environmental data, platforms, and analysis.
- Excellent communication, organizational, and teamwork skills.
- Excellent written and spoken English essential.
- Ability to train and coach program staff on environmental compliance principles and practices.
- Ability to work independently when required, and commitment to collaboration and learning.
