Engineering Systems & Controls Manager

Working Hours : 08:00 AM – 12:00 AM & 1:30 PM – 5:30 PM (Monday to Friday)
Reports to : Chief Technical Officer
Salary Range : Salary package competitive and based on experience.
The successful candidate will be responsible for building institutional systems, governance capacity, and capex delivery discipline to enable faster growth, parallel project execution and improved cross-functional coordination.
- Institutionalization & Standards
- Formalizing institutional knowledge into structured SOPs, technical standards, and policy documents to build sustainable internal systems.
- Developing internal quality assurance frameworks and good-practice standards.
- Identifying gaps in current practices and proposing structured improvements.
- Capex Governance & Project Discipline
- Supporting preparation and professionalization of capex plans, BOQs, and supporting documents to ensure clarity, completeness, and consistency.
- Coordinating with engineering and operations teams to ensure operational requirements and implementation realities are incorporated into capex planning.
- Tracking and reporting on capex projects against approved BOQs, budgets, timelines, and outputs.
- Identifying implementation risks and bottlenecks early and supporting corrective actions.
- Reviewing and analyzing project cost variances against budget, including quantity, scope, and unit-cost deviations.
- Supporting post-project reviews and incorporating lessons learned into future capex planning.
- Externalization of Treatment Plant Construction
- Drafting RFPs and technical tender documents for external contractors.
- Supporting contractor evaluation and selection processes.
- Defining QA, supervision, and acceptance frameworks for outsourced projects.
- Project & Systems Integration
- Supporting complex projects requiring coordination between engineering and operations, including operational improvements, system upgrades, and automation initiatives.
- Improving coordination, planning, and communication workflows between engineering and operational teams.
- English - Fluent
- Bachelor's Degree in Engineering, Infrastructure Management, or a related technical field.
- Experience in infrastructure, utilities, construction, engineering coordination, project controls, technical governance, or related operational environments for 5 years as a minimum
- Experience in water utilities, water infrastructure, or closely related infrastructure sectors involving treatment systems, pipeline infrastructure, or utility operations is strongly preferred.
- Experience working on multidisciplinary infrastructure or construction projects involving coordination between technical and operational teams.
- Experience preparing or reviewing technical documentation, project proposals, BOQs, tender/RFP documentation, or project tracking systems.
- Strong written and verbal communication skills in English.
- Strong organizational and documentation discipline.
- Strong written communication and management reporting capability.
- Ability to translate technical activities into structured systems and reviewable processes.
- Structured, detail-oriented, and comfortable working in evolving operational environments.
- Comfortable coordinating across engineering, operations, finance, and management functions.
- Comfortable operating through systems, coordination, and process discipline rather than direct hierarchy.
