Main Purpose:
This is an important role within the Embassy directly advising the Ambassador, Deputy Head of Mission, Head of the Political, Economic and Development Team and Mekong Development Counsellor. We are looking for an energetic, enthusiastic and motivated person to join our vibrant team. The officer will lead our energy policy and programme delivery and will promote commercial opportunities for UK businesses in this sector. The jobholder will require strong analytical and communication skills and be able to bring knowledge and expertise in relation to Cambodian development and UK commercial interests.
The role would suit someone who has strong analytical skills and can work confidently with a range of senior stakeholders in government, civil society and international institutions and UK businesses.
Working patterns
Full time - Monday and Thursday 8:15-16:45 & Friday 8:15-13:15.
Based on the needs of the Embassy and approval from the jobholder’s line manager, there will be the option to work remotely for up to one day per week.
The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.

- Provide regular updates on Cambodia’s energy policy, including energy security, transition, efficiency and connectivity, based on reporting and meetings with contacts.
- Identify opportunities for UK policy, programme and commercial engagement in Cambodia’s energy transition, including areas where UK expertise, finance or business capability can add value.
- Provide clear written and verbal briefing for senior colleagues on priority climate and energy issues, including for meetings and conferences, inward visits, speeches, reporting and policy submissions.
- Recommend interventions on energy issues, both policy and programmatic. This will include feeding into policy development in the UK and Cambodia, as well as regionally.
- Support delivery, coordination and greater visibility of UK-funded climate and energy programmes in Cambodia, including engagement with regional and centrally managed programmes as well as MDB-delivered projects
- Organise programme of meetings both in Phnom Penh and around the country for the Ambassador and DHM including producing briefs and minutes.
- Build and maintain a strong network of contacts across government, regulators, state-owned utilities, development partners, civil society, think tanks, international institutions and the private sector.
- Support the wider embassy on events, occasional translation and visits.
- Take part in embassy wide events to create an inclusive supportive work environment.

- English - Fluent is required
- Khmer is preferred
- A strong understanding of energy issues in Cambodia
- Fluent oral and written English
- The ability to build and manage a wide range of relationships
- The ability to think independently, research and analyse issues, and make policy recommendations
- Programme management experience
- Computer literacy in Microsoft Office
- Excellent organisational and time management skills
- Proven record of delivering results, including accuracy and attention to detail
- Operational level oral and written Khmer
- Previous experience working at an Embassy or International Organisation
- •Experience in the commercial sector
- Confidence, flexibility and ability to cope under pressure and with changing priorities
- Flexibility to occasionally travel to other parts of Cambodia and the wider region, sometimes outside of normal work hours
