EL Program Operations Officer

Position Summary

Position available for Cambodian Nationals only

Reports to: EL Site Manager

Location: Ek Phnom, Battambang Province

Duration: 1-year fixed duration contract with opportunity of extension

Position Summary

The EL Program Operations Officer is responsible for overseeing the operational needs of the EL program in Cambodia. This includes program data collection, event planning, procurement, and other administrative duties. The position will work closely with the EL program leads, EL Finance Officer, and Site Manager to ensure smooth execution of EL programs in a systematic and standardized manner.

Salary Range

  • $300 – $400 per month (Depending on skills and experience)
  • Candidates with more experience could be considered for Senior Officer salary range of $400-$500 per month

Expectations - Duties, Responsibilities
  • Event Management (30%)
  • Plan, organize and execute all EL mid-year and end of year events in Cambodia effectively with the Cambodia team and support from EL India, keeping in mind the budget and the strategy.
  • Secure venues and manage logistics for all ongoing program events like teacher/ coach monthly meetings, teacher/ coach training at the start of the year and mid-year.
  • Work with the Site Manager to manage vendors, and volunteer recruitment and tasks.
  • Procurement and logistics (30%)
  • Responsible for the overall management of inventory of all equipment including receipt, stocking & delivery of materials to the schools & teachers/Coaches,
  • Execute procurement and logistics independently within the set timelines.
  • Review the existing inventory levels of all equipment/ materials & order additional equipment/ materials as &, when necessary, in consultation & guidance from the India procurement team and Site Manager
  • Work with the Site Manager to build partnerships for Battambang-based vendors for program equipment, conference/ Training/working space, transportation, food and other logistics.
  • Manage all travel logistics - hotels, transport, lunch/dinner arrangements for external visitors - trainers, other EL employees, and guests.
  • Administrative Management (30%)
  • Responsible for all program initiatives & related paperwork (Agreements, MoU, Consent forms etc.) with schools, teachers/coaches & other stakeholders. Ensure all documentation and paperwork are completed with duly follow up with stakeholders within the set timelines.
  • Work with the EL Finance Officer to create monthly payment statements and ensure all vendor payments are made in time.
  • Create quarterly reports for Cambodia in collaboration with the EL Finance Officer.
  • Assist Site Manager in securing Government permissions to run EL programs in the assigned location.
  • Ensure adoption of technology by the program team in Cambodia and liaise with the India team for improvements.
  • Manage data collection needed to ensure effective program implementation.
  • General (10%)
  • Ensure attendance at all staff meetings, trainings, and events as directed by supervisor
  • Work as part of the Operations Team to help CFI to fulfill its mission and achieve its vision, which includes strategic and operational planning and implementation of all CFI activities.
  • Participate as requested in all EL reporting, for example the M&E framework, or external reporting to Ministry partners
  • Undertake all reasonable requests from supervisor
Requirements - Skills, Qualifications, Experience
  • Bachelor's Degree in any field.
  • Minimum of 3-5 years of relevant experience in an event management and/or operations role.
  • Excellent time management and organizational skills.
  • Excellent team player, with good verbal, written and interpersonal skills, receptive to new ideas
  • Good problem-solving skills.
  • Ability to manage budgets, finances and reports.
  • Ability to work with computers as a tool for word processing, communications, and organizing.
  • Strong project management skills.
  • Fluency in Khmer and strong written and spoken English.
  • Self-starter requires very little directive and comfortable taking responsibility and ownership.
  • Able to maintain high-quality output and demonstrate accountability.
  • Excellent planner, detail-oriented, highly organized and ability to manage multiple projects, priorities, vendors, budgets and tight deadlines effectively.
  • Have good networking and vendor management skills
  • Passionate about CFI and EL programs and values.
  • Sensitivity in working with multiple cultures and beliefs, and to gender equity.
  • Ability to work with sensitive information and maintain confidentiality.
