Announcement Description

Development and Partnership in Action (DPA) is a Cambodian non-government organisation that has been implementing development programmes on Natural Resource Management and Food Security and Financial Sustainability in Cambodia for over 30 years. DPA currently has two main programmes: Partnership and Advocacy Programme (PAP) and Integrated Community Development Programme (ICDP).

DPA is now looking for qualified Cambodians to fill up the following positions: Coordinator for DPA Extractive Industry Social and Environmental Impact secretariat; Project Officer for the Strengthening and Protecting Indigenous Rights to Traditional Land Project (SPIRIT); and Community Development Facilitators for ICD project in Mondulkiri.

EISEI Network Coordinator

Position Summary

This position is based in Phnom Penh and frequently travels to the target provinces.

Coordinator for DPA Extractive Industry Social and Environmental Impact secretariat

Expectations - Duties, Responsibilities
  • Working closely with the EISEI network steering committee members, and DPA staff to facilitate the national-level EISEI network.
  • Coordinating with the EISEI network steering committee and members to organise the indoor campaign and multi-stakeholder dialogue in relation to the social and environmental impacts from the mineral exploration and mining operation.
  • The coordinator will provide a solid foundation for advocacy initiatives to address community and civil society concerns through working with relevant ministries, oil gas and mining companies in Cambodia and other relevant stakeholders.
  • Building the capacity of EISEI network members and community focal persons.
  • Building and strengthening relationship with civil society groups, media, concerned government institutions, concerned private sectors, and communities.
Requirements - Skills, Qualifications, Experience
  • A university degree in law, environmental sciences and management, natural resource management or other related fields.
  • At least three years experiences in advocacy and networking or working in capacity building in relation to the laws, policies and international standards on extractive industry sector.
  • Knowledge of issues related to social and environmental impact of extractive industry activities, environmental impact assessment, Free Prior and Informed Consent, Corporate Social Responsible, and Business and Human Rights are the assets and preferable.
  • Proven ability to network and develop positive inter-organisational relationships.
  • High level inter-personal and communication skills.
  • Good at report writing and proposal development.
  • Sound computer skills, including knowledge of MS Word, Excel and Power Point. Experience with GIS, Database and Web site development desirable.
  • Fluency in Khmer and English (Both writing and Speaking)
 
 

SPIRIT Project Officer

Position Summary

This position is based at DPA Partnership and Advocacy Programme in Phnom Penh and frequently travels to the target provinces.

Project Officer for the Strengthening and Protecting Indigenous Rights to Traditional Land Project (SPIRIT)

Expectations - Duties, Responsibilities
  • Develop project work plan and ensure overall implementation of the work plan.
  • Provide a solid foundation for policy engagement and dialogue facilitation.
  • Support advocacy initiatives to target communities on emerging issues of extractive industry and agribusiness.
  • Lead the team in carrying out the capacity development activities for the community focal persons and community members and developing communication materials.
  • Collect and process data for the M&E and reporting.
  • Work and collaborate with umbrella organisations and NGO networks and engage with relevant government ministries, and private sector.
Requirements - Skills, Qualifications, Experience
  • A university degree in natural resource management, environmental management, and/or public administration and policy.
  • At least three-year experiences in engaging in advocacy, natural resources management, digital communication, indigenous people rights, capacity building and policy dialogue.
  • Knowledge of issues related to social and environmental impact of extractive industry activities and agribusiness, environmental impact assessment, Free Prior and Informed Consent, Corporate Social Responsible, and Business and Human Rights are the assets and preferable.

Expectations - Duties, Responsibilities
  • សម្របសម្រួលសកម្មភាពអភិវឌ្ឍន៍សហគមន៍     ក្នុងការរៀបចំការងារកសិកម្ម មុខរបរខ្នាតតូច ខ្សែសង្វាក់ ផលិតកម្ម និងទីផ្សារសំរាប់មុខរបរ​ខ្នាតតូច  គ្រប់គ្រងធនធានធម្មជាតិ អនាម័យទឹកស្អាត និងកាត់បន្ថយ គ្រោះមហន្តរាយ ។
  • ផ្តល់ការគាំទ្រដល់សហគមន៍ក្នុងការរៀបចំផែនការ និងអនុវត្តគម្រោងអភិវឌ្ឍន៍ភូមិ។
  • សម្របសម្រួលសហគមន៍ធ្វើផែនការដាំដុះ ជំរុញផលិតភាពកសិកម្ម និងធ្វើអោយផលិតផល​កសិកម្មលំនឹង​ទីផ្សារដោយ​រៀបចំអោយមាន​កិច្ចសន្យាកសិកម្មរវាងកសិករ និងក្រុមហ៊ុនប្រមូលទិញ ផលិតផល​កសិកម្ម។
  • ធ្វើការសិក្សាស្រាវជ្រាវទីផ្សារ និងផ្តល់ពត៌មានទីផ្សារដល់កសិករគោលដៅ ។
  • សម្របសម្រួល និងផ្តល់ការកសាងសមត្ថភាពដល់សមាជិកក្រុមកសិកម្ម និង សហគមន៍កសិកម្ម និងរៀបចំ ផែនការអាជីវកម្មសម្រាប់សហគមន៍កសិកម្មុ។
  • តាមដាន និងប្រមូលទិន្នន័យពីភាពផ្លាស់ប្តូររបស់ក្រុមកសិករគោលដៅអោយបានជាប់លាប់ និងធ្វើបច្ចុប្បន្នភាព​ចូលទៅក្នុងប្រព័ន្ធផ្ទុកទិន្នន័យរបស់គម្រោង។
