Education Manager and BRACE Team Leader
Contract length: Unspecified Duration Contract (UDC).
Role Purpose
Save the Children International Cambodia (SCI) is seeking an Education Manager and Team Leader to lead the education programme and manage “Building the Climate Resilience of Children and Communities through the Education Sector Project (BRACE)”, which is funded by the Green Climate Fund (GCF). The BRACE is five-year project that will be co-executed by Save the Children in Cambodia and the Ministry of Education, Youth and Sport (MoEYS).
The BRACE project focuses on enhancing the climate resilience of the education sector and addressing risks and impacts from droughts, heat stress, and floods.
- Component 1: BRACE will be implemented in Cambodia combining climate-resilient interventions at national, sub-national, and school levels.
- Component 2: BRACE will work directly with the Ministry of Education in the three target provinces to strengthen their access to climate finance through the preparation of easy-to-use guidance and engagement in National Adaptation Planning processes.
- Component 3: BRACE will strengthen coordination on climate change and education with a focus on financing to support the sustainability of the interventions in Cambodia.
The Education Manager and BRACE Team Leader is a technical leadership and project management role for the overall education program, including inclusive Basic Education (IE/BE), Early Childhood Development (ECD) and Special Education (SE) and climate-smart education. The role plays as an education strategic goal owner for strategy development, innovation, technical expertise (TE), project design using SCI Common Approach, proposal development, mobilizing adequate resources and sound project management in line with SCI Project Management Methodology (PMM), Project Reporting Information, Management and Evidence System (PRIME) for education programme. The post holder will ensure full compliance with the GCF and SCI’s rules and regulations.

- Qualifications and experience
- Master's Degree in Education Management and or Climate Change Studies
- Essential
- Demonstrated leadership capacity and ability to manage complex project and programme, provide technical assistance to the MoEYS and build strong and cohesive teams.
- Excellent interpersonal and communication skills with fluency in written and spoken English and Khmer.
- EXPERIENCES AND SKILLS
- Required:
- Minimum five years' professional experience in leading large programme and complex projects in education and or climate change and sub-technical areas including early childhood care and development and special education.
- Strong experience in managing multiple grants and sound financial and partnership management
- Proven record of working closely with the government ministries, with the Ministry of Education, Youth and Sport is preferred
- Demonstrated strong knowledge of link between climate change and education and education systems
- Prior experience as Project Director, Chief of Party or Deputy COP, Team Leader positions in multi-sectoral programmes for a large international donor (e.g. INGOs, GCF, USAID, EU, etc.)
- Proven technical knowledge in systems strengthening and community resilience
- Excellent stakeholder management skills
- Creative problem-solving skills with the ability to work effectively in resource-constrained environments
- Desirable:
- Experience working in Cambodia
- Be open, humble and good listener to share and work with cross cultural team
- Excellent facilitation and presentation skills
- Strong analytical ability and knowledge of research and evaluation methods.
- Competent level skills in core IT application, particularly MS Office (Microsoft Words, Excel, PowerPoint and Access)
- Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
- A full appreciation of the value of co-operation, both internationally and within a team environment
