WaterAid is commencing an ambitious new programme in multiple countries including Cambodia designed to enhance water supply to urban and urban like communities. It is aiming to reach 2 million people in 5 years. This will be achieved by a range of engineering, technology, social and institutional interventions. It is anticipated that this will address the challenges of supply in a holistic manner, not only looking at the availability of supply but also the quality, reliability, consistency and other factors, as well as focussing on supply to the poor and vulnerable.

WaterAid will work in a collaborative manner with the relevant government authorities. A key focus of the new programme is supporting urban water supply utilities /private water operators, of various forms and sizes, with their work. In this regard, a partnership approach is ideal in order to facilitate more effective support from the programme to utilities / operators.

As part of the larger multi-countries programme, WaterAid in Cambodia is aiming to work with selected Private Water Operators (PWOs) to enhance their water services and key stakeholders to the benefit of their current and future customers. In collaboration with the Provincial Departments of Industry, Science, Technology and Innovation (PDISTI), WaterAid proposes potential interventions to increase access to piped water and/or improve the performance of existing services that can be supported as part of this initiative.

As a first step in this process, it has been determined that it will make sense to carry out high-level due diligence (DD) assessments of selected PWOs. This will then assist in designing appropriate support interventions.

Objectives of the Study

The primary objective of these studies is to carry out holistic Due Diligence assessment of selected PWOs that will thereafter directly inform measures and interventions that are needed to strengthen the performance of the PWOs and thereby provide a better service to both current and future customers. At the end of the work WaterAid seeks to be able to have a good understanding of the business model and practices, as a whole, within the PWO. Sub objectives are as follows:

  • To review governance arrangements within the organisation
  • To understand the organisation’s strategy and strategic positioning
  • To assess financial management practices
  • To assess human resources management practices
  • To review the management of assets
  • To assess operation and maintenance practices
  • To understand and review customer and commercial management
  • To assess their climate resilience
  • To understand their GEDSI related actions and engagement

Timeline and target

WaterAid anticipates that the consultant will conduct Due Diligence assessments of approximately 7-8 selected Private Water Operators (PWOs) in Kandal, Kampong Speu, and Kampong Chhnang provinces.

Timeline

  • Interested consultants/firms submit proposal for the consultancy assignment by 30 June 2025
  • Signing contract with selected consultant and kick off meeting by 12 July 2025
  • Agree on the assessment methodology, process and tools and submit inception report by 18 July 2025
  • Consultant conducts the assessment with selected 7-8 PWOs between 21 July – 22 Aug 2025. WaterAid will coordinate the communication and connection between the consultant and the selected PWOs.
  • Consultant completes the study and submits draft reports (including 7-8 individual PWO reports and 1 consolidated report) – 10 Sept 2025
  • Consultant submits final reports by 25 Sept 2025

Bidder Eligibility

  • We are looking for a consulting firm or consultant team that has solid and demonstrable experience in the water sector, with particular reference to the functions and activities of piped water utilities. A small multidisciplinary team will be needed for the assignment. Specific requirements regarding experience include the following areas:
  • Water business and governance
  • Strategic management
  • Financial management
  • Asset management
  • Human resources management
  • Customer management
  • Operation and maintenance
  • Experience in areas such as water treatment and NRW will be an added advantage
  • The Consultant will be required to assemble his/her team to address the project in the most effective manner. The minimum requirements for the team include but not exclusive of the following CVs of key experts/specialists. The consultant can propose more expertise if needed.

Submission Requirements

Proposal Contents

Consultants are required to develop and submit a proposal in response to these terms of reference. WaterAid is not prescriptive about the layout of the proposals however they should address the following elements:

  • Broad experience of the firm/team including project sheets summarising their previous experience
  • The consulting firm’s proposed methodology for undertaking the assignment
  • The CVs of key staff that the consulting firm will actually use for the project (not just the CVs of the top people in the firm). CVs should be limited to 4 pages in length.
  • Estimated costings for the assignment, including all anticipated disbursements and travel costs and data collection at field.

Briefing meeting and Proposal Submission

Briefing meeting:

A virtual briefing meeting regarding the assignment will be held on 19 June 2025 at 2:00 PM Cambodia Time.

Proposal Submission:
