JOB PURPOSE:

The Disaster Risk Reduction and Climate Change Adaptation Program Coordinator (DRR/CCA Coordinator) will work closely with the Program Manager to properly plan, implementation, monitoring, and reporting of all DRR/CCA activities across CWS program area. S/he will provide capacity building on DRR/CCA to project partner staff, disaster management committees and relevant stakeholders. S/he will also support relevant program team and partners staff to develop work plan, implementation, organize meeting & training workshops, monitoring, evaluation, and reporting according to CWS and donors’ template and procedure. S/he will also be responsible to provide technical support to CWS and partners staff through field visit, meeting, coaching, and mentoring. S/he will as well assist Country Representative in maintaining good relationship, effective coordination and build networking with relevant key stakeholders including national and sub-national authorities.

Duties
  • Lead and implement DRR/CCA and Emergency Response in CWS Program and ensure that all donors’ requirements are maintained,
  • Provide regular project orientation and systematic guidance to Partners by conducting field/monitoring visits, mentoring, and coaching in the areas of DRR/CCA to ensure effective program implementations,
  • Coordinates the project implementation including activity delivery and financial management,
  • Supports CWS Program and Partners staff to strengthening the relevant stakeholder (Producer Group and local disaster management committee) on DRR/CCA and resilience technique,
  • Lead capacity assessment, prepares capacity development plans, provide capacity building support, coaching and monitoring on DRR/CCA for staff, partners and relevant stakeholders,
  • Delivers and facilitates trainings, workshops, and seminars on DRR/CCA and right based approaches,
  • Prepare field/monitoring visit, training course and workshop report,
  • Provide regular and sufficient update of the Project progress; produce quarterly, semi-annual and annual program reports including writing case studies, success stories, Most Significant Change and feature stories submitted to the Country Representative as per schedule,
  • Raising awareness and visibility of the projects and funding partners among and in-country network and peers,
  • Builds good relationship with relevant donors and partners to mobilize resources or fundraising for the project implementation,
  • Liaises and collaborates with UN agencies and other NGOs, Government ministries and other networks to tape resources and technical skills to ensure the effective implementation and services for the communities,
  • Represent CWS-Cambodia to government official, UN agencies and other NGOs on the area of emergency response and disaster preparedness or Disaster Risk Reduction,
  • Ensure that inclusive Projects/program implementation with equality, equity and takes gender issues and child protection fully into account.
Requirements
  • Education
  • University Degree in Development, Social Science, Disaster Management and or relevant fields from an accredited academic institution with at least three years of relevant experience.
  • Experience and Core competencies
  • Knowledge and skills on project design including project planning, implementation, monitoring and evaluation.
  • Experience in design and delivery of training programs.
  • Experience in grant proposal development.
  • Excellent computer skills - MS Word, MS Excel, SPSS, MS PowerPoint, Internet, and Email.
  • Experience in performing monitoring, evaluation, and research.
  • Good understanding of process-oriented approach and current development concept.
  • Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision.
  • Organizational skills, very good time management and ability to prioritize work under pressure and commitment to meet deadlines.
  • Good analytical and problem-solving skills.
  • Flexible, proactive, and creative.
  • Open minded, willing to learn and adapt with changes.

JOB PURPOSE:

The MEAL Officer is responsible for designing, maintain and manage the implementation of MEAL activities of the Project; assisting the Country Representative in preparing/consolidating quarterly, semi-annual, and annual reports on project progress and monitor the project activities on a regular basis; and provide effective administration and communication, coordination among CWS team and project partners. S/he will be responsible for the regular outcome harvesting process from partners, collection & analysis of different data in relation to the project activities. The MEAL Officer works in close collaboration with program team and partner organizations.

Duties
  • Support the country program team in planning process and development of Monitoring, evaluation and learning activities,
  • Define specific processes, methodologies and tools for MEAL and reporting in line with CWS principles,
  • Oversee and quality assurance of all CWS project/program data collection exercises, data management, and analysis, and regularly summarize for the Country Representative; contribute to timely and quality internal and external reporting on CWS projects,
  • Ensure high quality of project/program reports are produced and submitted to donors and governments as per requirements,
  • Support the team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes submitted to the Country Representative as per schedule,
  • Provide training/coaching, for CWS staff and/or project partners on the use of output forms and data collection,
  • In consultation with Country Representative lead six monthly outcome monitoring/harvesting of projects as per schedule; and disseminate results within CWS and partners in a timely manner,
  • Coordinate, in consultation with Country Representative, with external Consultant for end or mid-term program Evaluation,
  • Share accountability findings with program teams and senior management; provide suggestion for the Projects implementation with equality, equity and takes gender issues and child protection fully into account,
  • Facilitate capacity building process of CWS and partners staff on knowledge, skills and competencies necessary for effective MEAL through training and coaching,
  • Act as focal point for CWS program, accountability and learning system for managing information and programs,
  • Represent CWS on external working groups when relevant and ensure CWS has appropriate visibility.
Requirements
  • Education
  • University Degree in Development, Social Science, Statistics, Data Management and or relevant fields from an accredited academic institution with at least three years of relevant experience.
  • Experience and Core competencies
  • Knowledge and skills on project design including project planning, implementation, monitoring and evaluation.
  • Experience with statistical packages (e.g. SPSS) and familiarity with IT applications to support MEAL and information management an added advantage.
  • Excellent computer skills, including office application, database development & management is an asset.
  • Experience in performing monitoring, evaluation, and research.
  • Good understanding of process-oriented approach and current development concept.
  • Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision.
