Role purpose
The DLTP Program Manager is responsible for the overall coordination, implementation, and reporting of the Deaf Leadership Training Programme (DLTP) in line with the approved project document, workplan, and results framework. The role ensures quality delivery, compliance with donor requirements, and alignment with DDP, FAD, and Caritas Cambodia systems.
This position is preferably filled by a Deaf Cambodian professional to support Deaf-led leadership, cultural relevance, and sustainability of the programme.
- Lead planning, implementation, and monitoring of all DLTP activities
- Manage the annual DLTP workplan, budget tracking, and timelines
- Coordinate DLTP staff, trainers, and supervisors
- Ensure Monitoring, Evaluation, Accountability and Learning (MEAL) requirements are met
- Prepare narrative reports and contribute to financial reporting with the Accountant
- Liaise with DDP Management, FAD, Caritas Cambodia, and external partners
- Ensure safeguarding, PSEAH, gender equality, and HRBA principles are applied
- Support coordination with government bodies, UN agencies, and OPDs
- Contribute to strategic planning for local Deaf associations and the National Deaf Association
- Bachelor's Degree in social sciences, development studies, education, project management, or related field
- At least in project management, or capacity building or training preferably in NGO or development contexts for 5 years
- Demonstrated understanding of Deaf community issues and rights-based approaches
- Experience managing workplans, budgets, and donor reporting
- Ability to communicate clearly in written Khmer and English
- Ability to communicate in Cambodian Sign Language or with sign language interpreters
- Experience working with Deaf-led organisations or disability programmes
- Knowledge of Results-Based Management (RBM)
- Experience working with international donors or UN agencies
- Knowledge of Cambodian context
- Willingness to learn Cambodian Sign Language if not yet competent
- Ability to work collaboratively with Deaf teams
- Strong organisational and coordination skills
