Director-Operations

Position Summary

Location: National Office, Phnom Penh

Salary: Negotiable with relevant experience.

POSITION DESCRIPTION:

The Operations Director provides overall strategic and operational leadership of programs’ implementation of World Vision International – Cambodia (WVI-C), contributing to positive impacts in the lives of the children, in particular the most vulnerable ones. Programs include but not limited to: sustainable transformational development through long-term and integrated multi-sector Area Programs (APs), short/medium-term sector projects, faith and development programs, advocacy-related projects, humanitarian responses and climate adaptation projects. WVI-C’s projects are implemented across 20 Provinces in Cambodia, in partnership with Royal Government of Cambodia (RGCs) at all levels, community and local organizations such as children/youth clubs, women groups, savings groups, agriculture cooperatives, faith-leaders and others – all working towards shared child-well-being goals.

Operations Director is a member of the Senior Leadership Team and this role works closely with peer Directors ensuring sufficient fundings, high quality and measured programs implementation, prudent financial and risks managements, and staff care. Operations Director led by examples World Vision’s Core Values and Christian identity and servant leadership approaches. Operations Director supervises two (2) Associate Directors of Operations, Sponsorship Operations Manager, Faith and Development Manager, Project (technical) director of a grants project, and having a peer-matrix relationship with Chief of Party of a Social Accountability Project. Operations Director reports to National Director.

Operations Director is also a member of Community of Practice of Operations Director in the East Asia Pacific Region and Global Field Operations. In this regard, s/he keeps abreast of World Vision International’s Field Operations Guideline and Compliance and other relevant Industry Standards.

Expectations - Duties, Responsibilities
  • Strategic and operational alignment with country strategy’s goal of achieving sustainable well-being of 5 million girls and boys, in particular the most vulnerable ones
  • In coordination with Associate Directors for Operations, Programs Quality Director and Finance and Support Services Director, ensure functioning Operations’ strategic and operational monitoring system (dashboard) to track progress of programs implementation against programs objectives (design) and required quality standards.
  • Provide strategic overview on trends (achievements/challenges) and alignment on programs implementation with country strategy implementation
  • Operations’ strategic planning and cross-functions integration
  • In coordination with Resources Acquisition and Partnership Director, provide recommendations to Senior Leadership Team (SLT) on WVI Cambodia’s geographic foot print planning (entry/exit) based on program’s needs, resources opportunities and complementary value add with key partners’ contributions.
  • In coordination with peer Directors, lead/and facilitate operations team in cross functions integration and collaborations to support operations team to deliver expected programs implementations’ results.
  • External engagement, influencing and collaborations
  • Support the National Director in representing WVI-C to donors, line ministries (in coordination with Programs Quality Director/Technical Leads) and partner organizations including Government relations contributing to WVI-C’s policy influencing objectives.
  • In coordination with Resources Acquisition and Partnership Director, ensure that the communications and representation of WVI-C with WV Support Offices, international donor organizations, and major donors from and by Operations staff is consistent and of the highest quality.
  • In coordination with the National Director and relevant peer Directors, participate in national level coalitions on specific advocacy issues and support consortia building for new programs development collaborations.
  • Team cohesion, succession planning, culture of innovation and servant leadership practice
  • Enable team’s cohesion and collaboration to deliver measurable results.
  • Enable the culture of innovation, calculated risks taking and empowered decision making to Operations team.
  • Facilitate regular strategic reflection and learning mechanism among operations leadership team (direct reports plus regional managers) in regard to programs implementation, adaptation and improvement plan.
  • Lead by examples, the practice of WVI’s core values and servant leadership contributing to the creation of high-performing teams in Operations at all levels.
  • Build, implement and review succession plan to create solid pipelines of operations leaders at all levels.
  • In coordination with People and Culture Director, and other peer Directors, ensure targeted and relevant capacity building programs for Operations team in particular for front line staff, managers and operations leadership team.
  • Promote gender equality, disability and social inclusion (GEDSI) across programs design/implementation and in team’s collaboration.
  • Ensure Operations staff understand and comply with Safeguarding policy.
  • Conduct regular performance review/plan with direct reports in line with WVI’s People and Culture Policy/and Practice
  • Strategic Leadership
  • Be a pro-active member of Senior Leadership Team working towards shared goal and take accountability for Operations’ team performance.
  • When relevant, promote good practices of programs implementation in Cambodia with the Community of Practice in East Asia region and beyond
Requirements - Skills, Qualifications, Experience
  • Master’s Degree in Development Studies/Social Sciences/Business Administration/Management, Technical Field (e.g. Public Health, Education) or any other related filed of studies.
  • At least 10 years program management experience in a large, international development organization.
  • At least 5 years’ experience in a senior NGO management role in a developing country.
  • Demonstrated track record in resource acquisition and proposal development, including for major government donors.
  • Demonstrated experience in programme or project design, implementation, monitoring, evaluation and report writing.
  • Has initiated & implemented significant organizational change.
  • Experience in representation to government, donor & UN agencies to strengthen relationships and nurture partnerships.
  • Excellent knowledge of relief, development, advocacy, humanitarian industry and programme development and donor relations
  • Excellent relational skills, especially in a cross-cultural environment, and ability to work well with national and international staff
  • Strong strategic and operational planning skills and ability to prioritise and handle multiple tasks.
  • Strong Christian commitment, spiritual maturity and discernment evidenced by life and character including active and regular fellowship with other Christians
