GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The program “Improved Service Delivery for Citizens in Cambodia” (ISD), implemented from March 2022 to December 2025 by the Deutsche Gesellschaft für International Zusammenarbeit (GIZ) GmbH on behalf of the German Government. The programme is co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Swiss Agency for Development and Cooperation (SDC), and Luxembourg Development Cooperation, collaborates with its political partner, the Secretariat of the National Committee for Sub-National Democratic Development Secretariat (NCDDS), to improve service delivery for Cambodian citizens in the selected sectors of waste management, water management, health, education, and administrative services, targeting the provinces of Battambang, Banteay Meanchey, and Siem Reap.

The programme focuses primarily on the implementation of (1) the National Programme on Sub-national Democratic Development, Phase 2 (NP-2) especially in the health sector and for the promotion of women working in subnational administration; (2) administrative service delivery of One-Window Service Office (OWSO) in digital and mobile forms; (3) the development of scalable and climate-sensitive waste and water management strategies and implementation; (4) strengthening the roles of district and municipality councils including enhancing complaint mechanism and social accountability; and (5) local financing/fiscal decentralization.

The Royal Government of Cambodia (RGC) has identified governance reform as a foundational pillar in achieving its long-term development aspirations, specifically, becoming an upper-middle-income country by 2030 and a high-income country by 2050. Digital government transformation is a critical component of this reform agenda and is closely aligned with the country’s broader decentralization and deconcentration (D&D) process.

The Cambodia Digital Economy and Society Policy Framework 2021–2035 and the Cambodia Digital Government Policy 2022–2035 emphasize the need to harness digital transformation to create a more dynamic, inclusive, and citizen-centered public sector. As part of the Fourth Industrial Revolution, digital government is essential for improving public service delivery, enhancing transparency, modernizing administration, and building public trust.

Despite strong political commitment, Cambodia’s digital transformation remains in its early stages. Most ministries and sub-national administrations (SNAs) continue to operate in silos, relying on fragmented systems that lack interoperability. This fragmentation significantly hampers the ability to share data effectively between different SNA levels and across line ministries. Key challenges include the absence of a comprehensive national digital strategy, limited secure digital infrastructure, the lack of a national data center, and the absence of common technical standards. These gaps undermine coordination, scalability, and the delivery of efficient public services. Addressing interoperability and data-sharing constraints is therefore critical to advancing a cohesive and inclusive digital transformation.

Nevertheless, the rapid expansion of internet access, the growing availability of digital services, and a youthful, digitally engaged population present unique opportunities for accelerating digital transformation. To seize these opportunities, it is essential to integrate digital governance as a cross-cutting reform theme within the Second Five-Year Implementation Plan (IP5-II) of NP-2.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical proposal will be disqualified, please don’t mix up between financial offer and technical offer )) to the email address with the subject: Offer No. 83493165 - Digital Transformation Governance Strategy for integration into the Second Five-Year Implementation Plan, 2026–2030 until 23:59 on 14.09.2025 (offers sent after this date will be automatically disqualified).
