Objective
The primary objective of this assignment is to develop and deploy a secure, user-friendly, and scalable HRMS that will:
- Centralize and standardize HR records and processes.
- Improve accuracy, accessibility, and timeliness of HR data.
- Automate key workflows to reduce administrative burden and ensure compliance.
- Support evidence-based decision-making at both operational and strategic levels.
Scope of Work
The selected agency will be responsible for designing, developing, testing, and delivering a fully functional HRMS that addresses the following core components:

- Recruitment and Hiring Management
- Staff Onboarding and Offboarding
- Performance Management
- Grant tracking
- Asset and Inventory Management
- Supplier information management
- Administration letter management
- Office management (Time line and alert system)
- Internet agreement (Time line and alert system)
- Medical Insurance for staff members and dependents

Deliverables
The agency will be required to deliver:
- Fully functional, secure HRMS meeting all specified requirements.
- User manuals, training materials, and administrative guidelines.
- In-person or virtual training sessions for HR, management, and end-users.
- Hosting, maintenance, and technical support plan.
Project management, including the completion of all technical documentation for a seamless system handover."6. Timeline
The assignment should be completed within 4–5 months from contract signing, including requirements gathering, system design, development, testing, deployment, and training.
Bidder Eligibility
- Proven track record in developing HR or ERP systems for NGOs, international organizations, or corporate entities.
- Demonstrated understanding of HR workflows, compliance, and data security.
- Experience in integrating HRMS with other operational systems.
- Capacity to provide long-term maintenance and support.
