The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease. We work in low-and middle-income countries to strengthen the capabilities of governments and globally to create and sustain high-quality health systems that can succeed without our assistance.

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to managing multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease for TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.). Develop Human Resource Management System

Objective

The primary objective of this assignment is to develop and deploy a secure, user-friendly, and scalable HRMS that will:

  • Centralize and standardize HR records and processes.
  • Improve accuracy, accessibility, and timeliness of HR data.
  • Automate key workflows to reduce administrative burden and ensure compliance.
  • Support evidence-based decision-making at both operational and strategic levels.

Scope of Work

The selected agency will be responsible for designing, developing, testing, and delivering a fully functional HRMS that addresses the following core components:

  1. Employee Information Management
  2. Customizable reports at individual, departmental, and organizational levels.3.2 Leave Management (All leaves , AL, Sick leave, Learning, mental, special, Maternity, Parental and Leave without pay)
  3. Training and Developments
  4. Mission and Vehicle Requests
  5. Recruitment and Hiring Management
  6. Staff Onboarding and Offboarding
  7. Performance Management
  8. Grant tracking
  9. Asset and Inventory Management
  10. Supplier information management
  11. Administration letter management
  12. Office management (Time line and alert system)
  13. Internet agreement (Time line and alert system)
  14. Medical Insurance for staff members and dependents

Technical and Security Specifications

The HRMS must meet the following requirements:

Deliverables

The agency will be required to deliver:

  1. Fully functional, secure HRMS meeting all specified requirements.
  2. User manuals, training materials, and administrative guidelines.
  3. In-person or virtual training sessions for HR, management, and end-users.
  4. Hosting, maintenance, and technical support plan.

Project management, including the completion of all technical documentation for a seamless system handover."6. Timeline

The assignment should be completed within 4–5 months from contract signing, including requirements gathering, system design, development, testing, deployment, and training.

Bidder Eligibility

  • Proven track record in developing HR or ERP systems for NGOs, international organizations, or corporate entities.
  • Demonstrated understanding of HR workflows, compliance, and data security.
  • Experience in integrating HRMS with other operational systems.
  • Capacity to provide long-term maintenance and support.

  • Company profile and relevant project portfolio.
  • Technical proposal, including methodology, work plan, and implementation timeline.
  • Financial proposal with detailed cost breakdown.
  • References from at least two similar completed projects.
