Clear Cambodia is a Christian local NGO that has been implementing the projects under the aim of water and sanitation. The current mission is to help rural Cambodian citizens sustainably improve their health through increased access to safe water, sanitation facilities, and to a healthy environment. All of the work is done in collaboration with community leaders and local authorities.

Announcement Positions

Deputy Executive Director (1 Position)

Expectations - Duties, Responsibilities
  • Strategic Planning, Monitoring and Reporting
  • Contribute to mission by providing leadership and upholding its core values.
  • Contribute to the development of operational and strategic plans, ensuring alignment with the vision.
  • Oversee the effective implementation of the operational plans, including action plans as needed.
  • Identify and pursue new funding sources and opportunities to support the organization's growth and long-term stability.
  • Ensure that adequate systems are in place for effective monitoring, reporting, and evaluation of programs.
  • Ensure the timely preparation and submission of high-quality financial and narrative reports required by stakeholders for each program/project.
  • Staff Management and Mentorship
  • Oversee and manage performance across the Support Program, Resource Mobilization, and Support Office teams.
  • Ensure smooth and effective program implementation, aligned with strategic objectives and quality standards.
  • Promote collaboration, teamwork, and continuous learning across teams and departments.
  • Ensure implementation of staff capacity-building initiatives, with a focus on leadership and key program areas.
  • Foster an inclusive and supportive environment that supports staff well-being and encourages daily practice of Vision, Mission, and Core Values.
  • Ensure all grant activities comply with donor requirements and the organization’s policies.
  • Program Leadership and Management
  • Lead and manage all activities to achieve the Vision and Mission.
  • Provide vision and planning for national program development and expansion.
  • Develop and manage program plans, including scope, objectives, timelines, and resources.
  • Ensure program development and implementation follow the policies, guidelines, and evaluations, and are completed on time.
  • Oversee the development and delivery of support programs aligned with strategic goals and stakeholder needs.
  • Manage resources, timelines, and budgets to ensure high-quality program delivery.
  • Provide technical advice to ensure smooth program operations and improve the quality of WASH promotion training.
  • Oversee the Support Program Team in meeting production standards, recommending improvements, and assisting in performance evaluations.
  • Review and provide input on project proposals, reports, and related documents to ensure quality and alignment with the goals.
  • Communication and Public relations
  • Oversee the development and implementation of a comprehensive fundraising plan.
  • Oversee and strengthen donor relationships.
  • Ensure prospect research is conducted and oversee the development and management of a comprehensive fundraising database capturing all relevant donor information.
  • Represent Clear Cambodia in government and partner meetings on specific occasions to advance its mission and fundraising.
  • Financial Oversight
  • Ensure all financial and narrative reports to funders are accurate, transparent, submitted on time, and comply with donor requirements and organizational standards.
  • Strengthen finance systems to ensure accurate, efficient, and timely budgeting, tracking, and reporting of grant funds.
  • Report regularly to the supervisor and Management Team during meetings.
  • Perform other duties as required by supervisor.
Requirements - Skills, Qualifications, Experience
  • A master’s degree or a bachelor’s degree is typically required, preferably in community development, public health, public relations, communications, or a related field.
  • 8 years of experience in managing programs within the WASH sector and with a complex program.
  • 3 years of experience in fundraising and resource mobilization, budgeting, and financial management skills.
  • Strong planning, organizational, and interpersonal skills, including the ability to influence, negotiate, and communicate effectively across cultures.
  • Ability to build and maintain strong relationships with internal and external stakeholders.
  • Strong understanding of project cycle management, monitoring and evaluation, and financial management.
  • High level of computer literacy and competency.
  • Strong numeracy, budgeting, and financial management skills.
  • Excellent written and verbal communication skills in both Khmer and English.
  • Strong leadership abilities and sound decision-making skills.
  • Honesty/integrity.
  • Transparency/Flexibility.
  • Christian is preferable.
 
 

Resource Mobilization Manager (1 Position)

Expectations - Duties, Responsibilities
  • Fund Raising Strategic
  • Develop and implement a comprehensive and sustainable fundraising plan, aligned with organizational priorities.
  • Identify and cultivate potential donors—locally and internationally—including individuals, major donors, business leaders, private sector partners, other NGOs, and grantmakers.
  • Build and maintain strong partnerships with donors and funding organizations, including presenting funding requests and representing the organization in donor meetings.
  • Support the development of large-scale and multi-country funding proposals in collaboration with consultants, the Senior Management Team, and other relevant stakeholders.
  • Develop funding proposals and program budgets in coordination with the Finance Department.
  • Create and maintain an up-to-date fundraising database, including donor profiles, funding history, and contact details.
  • Conduct prospect research to identify new funding opportunities and inform fundraising strategy.
  • Monitor donor relationships and ensure consistent engagement to support long-term funding partnerships.
  • Ensure all grant-funded operations comply with donor regulations, reporting requirements, and the financial and administrative Policy.
  • Manage all financial income received from external donors and ensure accurate documentation and reporting.
  • Provide regular reports, analysis, and recommendations on fundraising and grant matters to the Senior Management Team.
  • Provide training and capacity-building opportunities for national finance staff on grant management and compliance
  • Communication, marketing and public relations
  • Serve as the primary marketing lead for the organization, ensuring consistent messaging and visibility.
  • Use standardized fundraising and publicity materials—such as the Annual Report—for awareness-raising and fundraising purposes.
  • Take overall responsibility for managing the website and related social media platforms, ensuring content is up to date and aligned with the goals.
  • Continually seek new and relevant contacts, partnerships, and collaboration opportunities with individuals and organizations.
  • Facilitate the establishment of formal relationships with national-level authorities to enhance organizational reach and influence.
  • Work collaboratively with the Senior Management Team and key program staff to identify potential grant funding opportunities and plan for timely, high-quality proposal submissions.
  • Represent the organization at government, donor, and inter-organizational meetings to promote the organization’s mission and build networks.
  • Play a key role in shaping the future funding strategy by contributing to Senior Management Team meetings, and the strategic planning process.
  • Report to the Senior Management Team on progress toward fundraising goals during scheduled meetings.
  • Staff Management and Leadership
  • Oversee and manage the performance of the Water Services Team, Program Quality Team, and Communication Team in alignment with their respective roles and responsibilities.
  • Oversee the technical team, including the production of sand media for filter installation in accordance with standard requirements. Ensure quality control throughout the sand media production process.
  • Ensure that the organization has adequate M&E Management System regarding Program Qualities.
  • Support the professional and personal development of field staff through on-the-job coaching, and by identifying learning and training needs and opportunities.
  • Assess and evaluate Resource Mobilization Team activities to promote efficiency.
  • Facilitate a supportive environment for the spiritual formation of staff and the internalization of the Vision, Mission, and Core Values.
  • Perform other duties as required by supervisor.
Requirements - Skills, Qualifications, Experience
  • A master's degree is typically required, often in fields like public relations, communications, marketing, business, or a related area.
  • 3–5 years of experience in fundraising and 3–5 years of experience in the WASH sector.
  • Experience in sales, marketing, and developing funding proposals is preferable.
  • Proven ability to build and maintain strong relationships with donors.
  • Experience in organizing and overseeing fundraising events.
  • Strong planning, organizational, and interpersonal skills, including influencing, negotiation, and cross-cultural communication.
  • Fluent in both written and verbal communication in English and Khmer.
  • Strong leadership and decision-making skills.
  • High level of computer literacy and competency.
  • Good personal contacts and networks with potential major donors and supporters.
  • Honesty/integrity.
  • Transparency/Flexibility.
  • Christian is preferable.
