PATH has been selected as the Project Implementation Consultant (PIC) for the multi-year KfW-funded One Health for Cambodia Project (OH4CAM) and is seeking qualified candidates for the full-time position of Deputy Director.

Position Summary

About the job:

The PIC Deputy Director for the One Health for Cambodia Project (OH4CAM) will play a critical role in day-to-day operational management of project activities and in supporting the Cambodian Inter-Ministerial Coordination Committee for One Health (IMCC-OH) Secretariat. This full-time senior staff position will be based in Phnom Penh, Cambodia and work within PATH’s Southeast Asia hub to implement project activities. This position will report to the Project Director, working closely with government officials and development partners to ensure project activities are of high quality, delivered on time and within budget.

Please note this position is contingent upon approval from donor.

Duties & Responsibilities:
  • Program Management
  • Develop and implement clear strategies for project activities including creation and execution of detailed annual workplans and budgets in collaboration with the Project Director.
  • Oversee project staff including financial management, procurement processes, and administrative efforts aligned with project activities.
  • Provide leadership on all aspects of the OH4CAM project in collaboration with the Project Director
  • Prepare detailed program and progress reports, updates, and participate in discussions with donor, partners, and stakeholders.
  • Identify and mitigate risks to program implementation and success.
  • Facilitate and support the setup of three Provincial Centers of Excellence (PCoEs) in project target areas
  • Stakeholder Engagement
  • Represent the OH4CAM project in meetings with key partners including IMCC-OH, relevant ministries, KfW, development partners, and other organizations
  • Collaborate with local partners, government agencies, NGOs and other stakeholders to enhance project outcomes
  • Maintain open and effective communication with KfW, IMCC-OH, and relevant ministry officials providing regular updates and reports on project status.
  • Technical Expertise:
  • Provide technical expertise to relevant project activities such as antimicrobial resistance, animal health, environmental health, or human health related to One Health interventions.
  • Support the development of a One Health Laboratory
  • Ensure implementation of project activities is aligned with changing national policies in Cambodia and international standards.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent is required
  • English - Fluent is required
Qualifications:
  • Master's Degree in or other advanced degree (PhD, MD, DVM) with focus in public health, environmental health, veterinary medicine, or related field
Skills & Knowledge:
General & Technical Skills
  • At least 10 years’ experience in implementing public health programs in Cambodia or the region, including at least 3 years’ experience in senior-level management positions leading large and complex projects.
  • Strong understanding of One Health and familiarity with engagement with development banks a plus.
  • Strong leadership skills and experience managing staff, with proven ability to prioritize deadlines and work in a multicultural environment.
  • Experience working in and supporting ministry activities in Cambodia required; experience working with the Ministry of Environment (MoE), Ministry of Health (MoH) and/or Ministry of Agriculture, Forestry and Fisheries (MAFF) a plus.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint and Outlook).
Soft Skills
  • Excellent communication and presentation skills, with the ability to engage diverse stakeholders.
