Curriculum Development Specialist

Role Purpose / Summary
The Curriculum Development Specialist is a member of the UWS technical program team responsible for leading developing, updating, training curriculum, design training methodology in UWS Cambodia to strengthening teaching quality and foundational learning outcomes of students in all UWS schools, in collaboration Gender Safeguarding and Social Inclusion (GESSI) Specialist, program team and MoEYS, PoEYs, and other partners.
The Curriculum Development Specialist will contribute technical expertise on pedagogy training to the Zero Education Poverty (ZEP) initiative in Vernsai district, Rattanakiri Province and UWS target School in Rattanakiri, MondulKiri, Stueng Treng, Koh Kong, Preh Vihea, Kraite and Oudor Meanchey Province, and national education objectives to ensure the UWS’s Programme met its mission and version.
The role involves designing, revising, and adapting curriculum frameworks, lesson plans, and training resources for staff, principals, teachers, and sub-national authorities, ensuring alignment with MoEYS standards. The role will evaluate training effectiveness through data and feedback, revising content to meet evolving needs and contexts.
The role will also provide technical assistance to government partners, support programme design and implementation, and contribute to reporting, research, learning, and advocacy. This includes inputs into advocacy strategies and materials, facilitation of training processes, and active engagement in innovation and continuous improvement.
Finally, the role will coordinate with sector stakeholders at all levels, ensuring effective planning, monitoring, and knowledge sharing to strengthen UWS’s impact and sustainability.

- Curriculum Design & Development
- Design, revise, and adapt curriculum frameworks, lesson plans, training packages, and tools to strengthen teacher and staff capacity in alignment with MoEYS standards.
- Develop Training Tools and resources according to the topics and context for the education and capacity building
- Ensure alignment with the educational standards of the Ministry of Education, Youth, and Sport.
- Evaluate curricula and training effectiveness through data, feedback, and outcome monitoring, revising content to meet evolving needs and objectives, context, and objectives
- Training Research and Innovation
- Working closely with Global Education Specialist, integrate research, evidence-based practices, and innovative approaches into curriculum design and teacher support to enhance learning and engagement, while contributing to long-term educational planning and policy development with MoEYS.
- Contribute to long-term educational planning and policy development with PED, the Ministry of Education Youth, and Sport.
- Capacity Development (ToT) and Technical Assistance
- Provide technical support and capacity building to program teams, government partners, and field staff through collaboration with GESSI and training teams.
- Support program design, monitoring, and evaluation by contributing to log frame, benchmarks, needs assessments, and reporting.
- Lead knowledge management and ensure lessons learned, policies, and best practices are captured and shared.
- Perform other duties as advised by the line supervisor.
- Evidence Generation & Policy Influencing
- Work with the ZEP Coordinator and Advocacy Manager to integrate program learnings into policy briefs, reports, and forums, providing technical expertise to strengthen education capacity at national and sub-national levels.
- Coordinate and participate with the Advocacy Manager in advocacy forums at the national and sub-national levels, particularly related to the NEP, EGL, and related forums.
- Program and Strategy Development:
- Research, develop and propose ideas to expand the impact of the current program to other geographical areas or different thematic areas.
- Participate in proposal writing in close collaboration with the program and Fund-Raising team.

- ESSENTIAL
- Cambodian citizens with a bachelor's degree or higher in Education or equivalent experience;
- Minimum 5 years of experience in Foundational Learning, Pre and Primary Education; the Education sector planning and policy development, capacity building, training, development of log frames and theories of change, monitoring and evaluation
- Strong networking with education sector stakeholders;
- Ability to work with diverse stakeholders, including government, NGOs, sub-national authorities, schools and communities.
- Excellent communication and teamwork skills, with the ability to engage effectively with a range of stakeholders
- Experience in remote project management, with the ability to work effectively across cultures and geographies
- Strong passion for working in a rural community and driving change.
- DESIRABLE
- Master's degree in education with at least 7 years in curriculum and tools development to improve Foundation Learning.
- Trainer, a coach in the field of improving learning foundational learning outcomes
- Demonstrate ability in conducting assessments, report writing and tools development, strategic planning and donor relationships;
- Experience of constructive advocacy at national and sub-national levels;
- Excellent communication and facilitation skills in both Khmer and English.
