Position Summary

Position Duration : Initial 2 years (3-month probation period) with high chance of extension and potential conversion to an undetermined- duration contract upon successful completion

OVERALL RESPONSIBILITY

The Country Manager’s overall responsibility is to ensure high quality design and implementation of projects that contribute to APHEDA’s strategic priorities for Cambodia. Support organisational administration in compliance with Cambodian laws and APHEDA policies and procedures. Coordinate with relevant government agencies, donors and strategic partners in Cambodia in relation to APHEDA’s presence as an international non-governmental organisation, its programs and operations.

Duties & Responsibilities:
  • Strategic and technical leadership:
  • Provide strategic direction and leadership for scaling up the contribution and impacts of APHEDA’s efforts to advance worker’s rights through stronger trade unions and social movements.
  • In line with APHEDA strategic priorities, and in collaboration with key APHEDA staff in the region and Australia, identify opportunities for partnerships and resources that supports greater impact.
  • Directly provide, or leverage through APHEDA, technical support to the current APHEDA Cambodia country program in the areas of women worker’s rights trade union building, occupational safety and health, climate justice and building social movements.
  • Coordinate or directly develop concepts and project proposals that advance APHEDA’s strategic priorities for Cambodia, for submission to potential donors.
  • Support APHEDA Australia office fundraising and communications team with information, photographs, videos and stories aimed at promoting the Cambodia program to the Australian public and partners.
  • Partnerships and representation:
  • The country manager is the country representative of APHEDA in Cambodia and will function as such at official events and meetings organized by UN, government, stakeholders, international and national partners and donors, as needed to advance the strategic priorities of APHEDA.
  • Establish and maintain effective working relationships and strategic partnerships with relevant government agencies, implementing partners, stakeholders, donors.
  • Participate in and contribute to national policy and planning as requested to advance the strategic priorities of APHEDA.
  • Ensure meaningful participation of affected communities relative to the APHEDA strategic priorities, including women, people with disabilities and indigenous/ethnic groups.
  • Ensure that APHEDA’s country presence is in accordance with Cambodian Government laws and enables the organization to continue to represent women worker’s rights and other strategic priorities.
  • Project implementation, compliance and reporting:
  • Ensure that all partnerships are demonstrated to comply with APHEDA due diligence assessments, including partner capacity assessments, country terrorism checks and risk management.
  • Support staff and partners to develop project design documents (proposals, logframes and budgets) and corresponding work plans.
  • Provide oversight and where required, directly plan, manage and monitor progress, quality and effectiveness of projects implemented by APHEDA and partners.
  • Facilitate project contract development and management, (contracts with donors, with partners and with government of Cambodia)
  • Ensure partner financial controls, asset management and expenditure are in line with policies, procedures and agreed work plans.
  • Ensure that quality finance and narrative reports are submitted on time (as per APHEDA and donor reporting schedules).
  • Ensure compliance with individual donor guidelines and procedures.
  • Office administration and management:
  • Ensure country office finance and administration systems comply with APHEDA policies and procedures.
  • Ensure all APHEDA project and organization documentation is maintained in good order and readily accessible for a minimum of seven years.
  • Development and maintain an up-to-date register of items deemed as assets and a full insurance inventory of all APHEDA property, ensuring that all procurements of goods and services comply with APHEDA procurement policies and procedures.
  • Ensure that APHEDA complies with all regulatory requirements in order to maintain office registration and operations in Cambodia.
  • Personnel Management:
  • In close consultation with International Program Manager, develop and maintain a Country Office staff structure that meets the organisation's needs and aspirations for significant impact in strategic priorities.
  • Maintain updated job descriptions and staff contracts that clearly delineate roles and responsibilities.
  • Oversee recruitment and selection processes that are transparent and meet APHEDA’s commitments to equal employment and opportunity and safeguarding.
  • Ensure all staff complete induction and orientation and understand and are committed to APHEDA policies and procedures.
  • Implement staff performance management procedures, including regular supervision, professional and mandatory training and annual performance appraisals.
  • Ensure at all times that APHEDA safety and security polies and procedures are implemented and complied with.
Expected Profile of Candidates
Skills & Knowledge:
General & Technical Skills
  • Leadership experience within the trade union movement, not-for-profit international development sector or social movement in Cambodia.
  • Demonstrated commitment to union values – justice, compassion, equity and the dignity of workers – alongside a dedication to and good understanding of the Cambodian labour movement and social movement dynamics.
  • Demonstrated ability to develop and implement effective working strategies within fast-paced and complex political, social, and economic environments, balancing competing priorities and stakeholder interests.
  • Experience in supervising teams and being able to provide feedback on international development practice.
  • Experience in building and nurturing strategic partnerships and donor relationships, with preference for those who have experience working in partnership with trade union and government partners.
  • Demonstrated experience in the international development sector, including an understanding of project cycle management and international donor requirements.
  • Excellent analytical, planning and organisational skills including ability to contribute with critical and innovative thinking.
  • Experience in organisational management, including strategy, budget management, human resources management, developing and implementing workplans with staff.
  • Fluency in written and spoken English and Khmer
  • Legally authorized to work in Cambodia
  • Relevant university qualifications
 

How to Apply

Other terms:

  • This position will be based in Phnom Penh, Cambodia
  • The salary range for this position is $2,500-$2,800 gross monthly with a range of benefits including 13th month salary, pension and seniority allowance amounted to about 15% of the salary
  • 5 days/week at 37.5 days/week.
  • This position will involve occasional travel within the country and internationally.
