Country Director
Overview of the Role:
Reporting to the Regional Vice President, the Phnom Penh-based Country Director (CD) will manage all programs and operations of the CHAI country program including planning, budgeting, HR, program implementation and technical assistance, monitoring and evaluation, reporting, and engagement with both in-country and global stakeholders. The CD is responsible for developing and managing relationships with the Government, as well as with donors, international and national NGOs, and UN agencies. The CD is responsible for setting strategy and direction for CHAI in Cambodia, including identification of opportunities for CHAI to add additional value and maximize impact to the country in the Government’s priority areas. S/he is responsible for developing clear operational plans as well as working closely with the relevant technical staff in the MOH and their partners, to ensure rapid implementation, skills transfer, and government ownership.
The CD will be responsible not only for the vision, strategy, coordination, and management of the country office, but also must be very capable of directly providing technical assistance to its government partners. This includes hands-on support to implementers at national and facility levels particularly in planning, quantification, inventory management, distribution, and reporting, and introducing related new technologies to improve efficiencies across the supply chain management system for the health sector.
The position is based in Phnom Penh, Cambodia, with limited travel internationally and within outlying areas.
- Develop a trusted relationship and dialogue with the Government and key partners based on a track record of delivering results that exceed expectations in speed and quality
- Oversee all program management including, but not limited to, strategic planning, budgeting and financial management, HR management, M&E data collection and analysis, and administrative responsibilities
- Demonstrate leadership and provide support to all members of country team, managing human resources and ensuring local legal compliance
- Ensure office compliance with donor, registration, financial, immigration, and related requirements
- Develop and manage annual program budgets in collaboration with program staff and oversee the financial management of the CHAI Cambodia program, including monthly cash flow and financial reporting, cash allocations and budget forecasting and planning
- Manage project work streams and provide capacity building and advice to support the MOH in Cambodia to strengthen institutional capacity in all program areas.
- Identify opportunities together with the MOH for CHAI to add value and maximize impact
- Manage fundraising efforts, including new program development, budgeting and the development and management of relationships and reporting with existing and potential donors
- Maintain appropriate bi-directional communication with CHAI headquarters and other global and country teams within the organization to ensure that CHAI’s global capabilities are being fully leveraged
- Coordinate efforts with CHAI's partners and establish new partnerships
- Qualifications
- Bachelor’s degree with 8+ years of work experience in the private or public sector, with increasing levels of responsibility and leadership
- Excellent written and oral communication skills, and a track record of consensus building and managing relationships with a range of stakeholders across sectors
- Experience with challenges related to living and working in resource-limited setting, and willingness to learn in a culturally diverse work environment
- Excellent diplomacy skills, work ethic, and flexibility
- Highly motivated, independent, dynamic and entrepreneurial thinker with strong managerial experience and interpersonal skills
- Ability to demonstrate high performance conceiving, planning, and executing on complex programs in unstructured and demanding environments without extensive operational support
- Ability to handle multiple tasks simultaneously, set priorities, delegate, and work independently and effectively in high-pressure, fast-paced environment
- Proven experience as a strong leader, as well as team player, with an ability to mentor and manage a team for consistently high performance
- Demonstrated strong problem solving, analytical and quantitative skills, including high level of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications
- Preferred Qualifications:
- Master's Degree, preferably in Public Health, Business, or a related field
- Fluency in Khmer language, both written and spoken
- Professional experience in public or private sector health care, logistics, procurement or supply chain management, or health systems strengthening
- Experience working and communicating with government officials and multilateral organizations
- Working experience in Southeast Asia and/or familiarity with Asian cultures
