ORGANIZATION MISSION AND OVERVIEW:

Temple Garden Foundation (TGF) is an international NGO founded in 2008 with the primary objective of helping communities realize their full development potential. To achieve this objective TGF and communities decide together the best development activities to work on, and then together develop plans for implementation of the activities. Typically communities will be full, active partners in each project, sharing management and funding responsibilities with TGF. TGF currently works in 5 communes in the Chi Kraeng District of Siem Reap Province with programmes in Infrastructure, Children’s Education, Health, and Income Generation.

Country Director

Position Summary

Location: Siem Reap Office

Reports to: Board of Trustees

Role Overview:

TGF’s Country Director has overall responsibility for ensuring that TGF’s programmes are functioning effectively, staff members are motivated and performing well, the Board of Trustees has the information it needs to perform its oversight functions, finances are managed transparently, donors are satisfied with reports and results, and the public has a positive view of TGF’s work. The Country Director ensures that all activities are aligned with TGF’s vision, mission, core values, and strategic plan.

The Country Director’s responsibilities include recruiting and managing staff, providing oversight and quality control of programmes, and overseeing budgets and expenditures. The Country Director also communicates regularly with relevant government actors, potential and current donors, and the Board of Trustees.

The Country Director will also be responsible for representing the goals, strategies and principles of Temple Garden Foundation in all interactions while at work, especially interaction with government officials, donors or potential donors and with other non- government organisations.

Work Environment

This is a full-time position based in the city of Siem Reap, Cambodia. TGF currently works across 59 villages in Chi Kraeng District, in eastern Siem Reap Province. Regular travel to the field office is required.

Expectations - Duties, Responsibilities
  • Lead the implementation, planning, monitoring and reporting of TGF’s activities in Cambodia, ensuring that a strong strategic direction is maintained
  • Lead the development and periodic review of TGF’s strategy
  • Manage the overall development and implementation of program components in accordance with TGF strategy and donor obligations.
  • Lead in ensuring effective planning, budgeting, monitoring and reporting for TGF’s in country components and activities
  • Provide technical expertise to program staff as relevant and/or assist in ensuring that the correct technical expertise is available to program staff
  • Be a proactive member of the Management Team and in country program team, ensuring cross area efficiencies are used where available.
  • Build and maintain effective relationships in support of TGF’s work in Cambodia
  • Ensure effective management of any formal partnerships between TGF and government, civil society and international partners.
  • Identify and develop – together with Board of Trustees – fundraising opportunities
  • Ensure effective relations are maintained with the Board of Trustees.
  • Ensure the physical welfare, well-being and professional development of program staff
  • Provide line management to the country team including program operations and finance staff
  • Monitor and support the performance of staff on the in accordance with TGF policy
  • Oversee the management of administration and finance functions
  • Ensure compliance with local legislation, TGF policies and procedures, and donor requirements
  • Ensure all accounting and finance functions are complied with by all staff and partners, working through TGF’s Business Manager
  • Ensure effective relations are maintained with the Board of Trustees
  • Lead on regular communications and consultations with BoT regarding strategic priorities
  • Ensure that program activities are well-documented and that analysis and reports are shared with the Board of Trustees
  • Outputs:
  • Staff Management
  • Facilitate monthly staff workshops
  • Monitor weekly project work plans and monitoring sheets and review Program Manager work plans and monitoring sheets.
  • Meet regularly with Management team
  • Review monthly reports
  • Conduct probationary and annual reviews in accordance with TGF policy
  • Ensure staff have professional development plans in place and monitor the implementation of the plans
  • Ensure that TGF policy is adhered to
  • Lead recruitment and orientation of new staff in accordance with TGF policy
  • Provide regular supervision and support of Managers in accordance with TGF policies
  • Lead unsatisfactory performance and behavior management plans and reviews as needed
  • Develop, implement and adhere to TGF policies and procedures
  • Program Oversight and Planning
  • In consultation with project staff develop and approve annual operational plans and targets prior to submitting to Board for review and final approval
  • Drive strategic planning and implementation in consultation with Cambodian team and Board
  • Collaborating with Programme Mangers to ensure the collection of monitoring data, and the evaluation of progress is measured against and is consistent with KPIs and targets
  • Engaging external evaluators as needed.
  • Identification and implementation of risk management strategies
  • Develop and review monitoring and evaluation framework and tools and oversee the implementation of the monitoring and evaluation framework.
  • Financial Oversight
  • Approve funding requests all funding requests
  • Review and analyse monthly report expenditures and include issues and findings in monthly BoT Report
  • Approve annual budget prior to submitting to BoT for review and final approval
  • Workplace Health and Safety
  • Hold regular staff and management meetings to discuss WPHS performance and taking effective action to provide and maintain safe, healthy working conditions for all employees in accordance with TGF policy
  • Undertake quarterly WPHS checks using WPHS checklist
  • Liaising with Government Authorities
  • Negotiate and renew Memorandums of Understanding with relevant Ministries
  • Negotiate renewal of NGO registration within Cambodia as required
  • Provide regular reports to relevant Ministries and Departments
  • Provide annual report to the relevant authorities in the United Kingdom
  • Ensure TGF strategic and operational planning reflects National strategies and targets
  • Liaising with the Board of Trustees
  • Provide monthly program and financial reports
  • Participate in telephone calls with trustees as required
  • Respond to requests for information as needed
  • Collaborate with Board of Trustees on planning and budgeting
  • Collaborate with the Board of Trustees on policy development and review
  • Fundraising and Public Relations
  • Prepare funding proposals at the request of the Board
  • Prepare progress and final reports for donors
  • Provide financial information to donors as required
  • Contribute to fundraising activities led of the Board of Trustees
  • Oversee the production of an Annual Report
  • Provide regular updates and info for TGF website and social media channels
  • Maintain the TGF website and social media channels
  • Welcome and assist guests visiting TGF projects

  • Knowledge of community development in Cambodia
  • Knowledge of and/or ability to learn about a wide range of topics in development including health, child and adult education, and infrastructure
  • Knowledge of budgeting and accounting

  • Degree in Community Development, Business Management or other relevant qualification
  • Experience
  • Experience managing staff in complex environments

  • Experience with financial analysis
