Consumer Awareness and Financial Empowerment (CAFE) Program Manager

SCOPE OF POSITION:
The CAFE Program Manager is responsible for managing and developing the CAFE initiative with optimal use of staff and financial resources, with the support of the Regional Managers.
The CAFE Program Manager works closely with the Design Team and MEL Specialist and with partner agencies to achieve high-quality program outcomes and to ensure the scale-up of the program. The role requires regular travel, and the incumbent is expected to be available to travel up to 50% of the time, as required to ensure effective oversight of the CAFE initiative.
For the first ~6 months of this role, the incoming CAFE Program Manager will work as deputy to the existing Manager to ensure a smooth transition and handover of the role. Subsequently, they will take on the full role as CAFE Program Manager.
- Program handover (100% of time during first ~6 months of the role)
- Develop a comprehensive understanding of the various CAFE components (curriculum and tools) as well as monitoring and evaluation processes (framework, surveys and report format).
- Work closely with the CAFE team to understand the program implementation cycle and processes, attending field visits where possible.
- Support regular reporting to donors, including preparation of reporting decks and participation in stakeholder meetings.
- Support development of the ANCP AdPlan and Performance Reports to become familiar with DFAT reporting processes.
- Together with Partnership Leads, meet with implementing partners to understand their needs and conduct annual partnership reviews.
- CAFE initiative Program Management, Reporting and Implementation (60%)
- Ensure the implementation of CAFE Initiative within Good Return policies and according to:
- Program Manual processes and associated documentation
- Good Return Program Strategy
- Management decisions
- Support CAFE team to manage and achieve:
- Program targets and work plan milestones
- Program outcomes
- Income (i.e. new funding or revenue) and expenditure targets
- Team and individual goals
- Engage regularly with program partners to better understand their needs, in order to provide input into ongoing program design.
- Engage regularly with CAFE learners and clients in order to develop empathy for their needs and motivations, using these insights to deliver a targeted intervention under the scope of CAFE Initiative.
- Support the development of presentations, articles and marketing content for communication, marketing, fundraising and stakeholder relations.
- Provide support (such as mentoring and coaching, training, workshops, virtual sessions) to enable the CAFE Program team to develop professionally and achieve individual and program objectives.
- With the support of MEL Specialist, implement M&E strategies/plans for the CAFE Program to capture data and insights that inform organisational learning and program effectiveness.
- Ensure comprehensive and timely reporting to donors and partners.

- CAFE F2F curriculum/learning material development and maintenance (15%)
- With the support of the Design Team:
- Identify, define, and understand learning needs within the financial inclusion and livelihoods space, contextualised to countries in Asia and the Pacific
- Support the design, development, pilot and maintenance of CAFE curriculum, resources, and learning materials that are cost-effective, scalable, and/or leverage digital channels
- Support the development of digital tools to complement financial capability activities
- Working with RIF Academy Team:
- Develop a strategy and content to leverage eLearning as a tool to effectively scale CAFE
- Working with Technology Lead:
- Support the development and use of a new CAFE.app tool for regular program monitoring, liaising with digital service providers where necessary
- KPIs:
- CAFE curriculum and materials reflect industry best practice or offer new approaches to behavioural issues
- Digital tools developed, deployed and maintained
- CAFE Development (25%)
- With the support of Regional Managers and Program Director, define and adjust CAFE strategy and deployment - ensure this strategy and deployment are understood by and shared within the Program team.
- With the support of Regional Managers and Country Coordinators, identify and onboard new partners to participate in CAFE in countries where it operates.
- Participate in proposal writing related to CAFE - ensure a good relationship with current and potential donors.
- Explore potential extension of CAFE in different countries and supervise CAFE adaptation to new contexts.

- REQUIRED SKILLS & ATTRIBUTES:
- Appropriate graduate qualifications (or equivalent technical experience)
- Successful experience in program management of financial education and/or behavioural interventions
- Current knowledge of emerging issues in financial inclusion, financial education and behavioural economics
- Local language skills or willingness to learn
- Ability to supervise and support program staff
- Strong interpersonal, negotiation and cross-cultural communication skills
- Ability to pursue income targets from partners, bilateral and multilateral donors
- Ability to undertake extensive international travel
- Confidence in using and adopting new technology (mobile apps, eLearning)
